로컬(local) 문화산업과 관리되는 도시공간: 광주와 대전의 도시 정책에 대한 비판적 담론분석

Abstract

이 연구는 지역이라는 공간이 국가 및 지자체의 개발 계획에 따라 어떠한 방식으로 담론화되어 재편되는지에 대해 분석하고자 하였다. 이를 위해 대전광역시와광주광역시의 사례를 중심으로 데이비드 하비의 논의를 통해 도시 공간이 계획되고 조직되는 과정에서 파생될 수 있는 몇 가지 문제들을 살펴보았다. 지역이라는공간이 한국의 경제적, 사회문화적 조건과 이를 추동하기 위한 국가 및 지자체의 정책과 담론에 조응하여 변화하는 과정을 살펴보는 것은, 권력에 의한 공간 재편의 문제와 정주민의 소외와 배제 등의 문제를 공론화할 수 있는 화두를 제시한다는 점에서 의의를 지닌다. 따라서 이 글에서는 대통령의 취임사와 정책 및 연구보고서, 언론 보도자료 등을분석 대상으로 하여 지역 문화 콘텐츠를 개발하고 그것이 공간에 적용되는 과정에 대해 분석하고자 하였다. 특히, 이를 비판적 담론분석(critical discourse analysis)의 수행을 통해 밝히고자 하였다. 비판적 담론분석은 사회 속 담론의 생산과 통제, 선별, 조직화, 재분배의 과정에 대해 성찰적으로 밝힐 뿐만 아니라, 특정 텍스트를 가능하게 하는 사회 내 구조적인 요인과 문화적 실천, 문화적 텍스트까지 아우르고 이들을 유기적으로 연계해 분석하는 유용성을 지니기 때문이다. 이는 각종 보고서 및 언론 보도자료에서 활용되는 언술과 기표들이 그러한 방식으로 생산된 경제적, 사회문화적 맥락을 밝게 하고, 그것이 특정 공간에 적용되는방식에 대해 고찰할 수 있게 한다.

In this article, we explored how a particular space of the region is discursively constructed and reorganized according to the developmental plan of the state and local governments. In particular, utilizing a series of discussion of David Harvey, we tried to analyze issues and problems of two cities in the process of planning and organizing space, focusing on the cases of Daejeon and Gwangju. Analyzing the process of changing the space of the region makes it possible to present issues such as the reorganization of space by power, alienation, and exclusion. Thus, we tried to analyze the process of developing local cultural industry and applying them to the space by researching the president’s inauguration address, policy reports and press releases. For this, we utilized the critical discourse analysis (CDA). Critical discourse analysis can shed light on the complex process of production, control, selection, organization, and redistribution of discourse in society. Also, it is a methodology that expands and analyzes structural factors, cultural practices, and cultural texts within society that make certain texts possible. This will reveal the socio-cultural context in which a certain discourse used in reports and press releases, and will allow us to understand how it applies to space.
