지역상생발전기금의 합목적적(合目的的) 운용방안

Abstract

In Korea, there has been a big gap of level of regional development between capital and local area owing to the concentrated investment on the capital area. It caused gap of financial income between capital and local area. Furthermore, financial income of local government is relatively very low because of structure of financial income which is also very weak mainly due to the local tax system. In order to decrease the gap of level of regional development and financial income between capital and local area coexistent local development fund has established in 2010. This study is to suggest some ways of goal-oriented operation of coexistent local development fund by identifying the objectives and function of coexistent local development fund and examining the current status and reality of it. The most important objectives of coexistent local development fund are (1) decreasing the gap of level of regional development and financial income between capital and local area, (2) giving financial aids for the regional development projects adopted by local governments themselves and (3) giving financial supports for the cooperative inter-regional development programs, (4) and managing municipal bond for making profits that could be the additional finance for the fund. In this study, as ways to achieve these objectives, (1) expansion of the fund, (2) establishing a organization dealing with the municipal bond, (3) proper program items for the fund and (4) some crucial points in evaluating the programs are suggested.
