새롭게 단장한 기후변화 회의론－인식적 회의론에서 실천적 회의론으로－

Abstract

최근 기후변화 담론은 종말론적 기후 담론이 가져온 피로감과 그동안의 국제적 노력이 효과를 내지 못했다는 무력감 속에서 새로운 탈출구를 모색하고 있다. 이런 변화 속에서 원전을 현실적인 대안으로 제시하거나 기후변화 환경에 적응 전략을 제시하는 등 기존의 탄소 중립 정책을 벗어나는 방안들이 새로운 해결책으로 부각되면서 기존과는 다른 방향의 기후변화 회의론이 등장하고 있다. 최근 출판된 기후변화 회의론을 담은 대중과학서들은 이런 변화를 반영한다. 이에 본 연구에서는 기후변화 회의론을 담은 대중과학서에 대한 분석을 통해 기후변화 회의론의 성격과 그 담론이 함의하는 바를 분석하고자 한다. 이를 위해 본 연구에서는 우선 한국 사회에서 기후변화 회의론의 위치를 살펴보고 기후변화 회의론의 잠재적 수용 양식과 발전 방향을 논한다. 또한 대중과학서를 통해 그동안 전개된 기후변화 회의론을 분석하는데, 한국에서는 기후변화 회의론이 그에 대한 비판의 용도로 도입되었음을 지적한다. 마지막으로 최근 활발히 소개되고 있는 기후변화 대중서 속의 기후변화 회의론의 특징을 살펴보고 스티븐 쿠닌의 『지구를 구한다는 거짓말』에 초점을 맞춰 기후변화 회의론자들이 기후과학의 신뢰성과 윤리성에 문제를 제기하는 방식을 분석한다. 이런 논의를 통해 향후 한국에서 기후변화 회의론이 전개될 양상에 대한 전망을 제시한다.

Recently, the discourse on climate change is in search of a new exit strategy amid the fatigue brought about by apocalyptic narratives and the perceived ineffectiveness of past international efforts. Alternative approaches, diverging from conventional carbon neutrality policies, have gained prominence as potential new solutions. These include proposing nuclear power as a practical solution to the climate crisis or adaptation strategy to the climate changes. As a result, a new discourse on climate change, taking a different direction from the existing one, has emerged. Publications of popular science books in South Korea that discuss skepticism toward climate change reflect these trends. In this study, an analysis of popular science books by climate skeptics published in South Korea aims to examine the nature of this skepticism and the implications conveyed by this discourse. This study starts with exploration of climate change discourse in South Korea, discussing the potential forms of acceptance and the development directions of skepticism. Furthermore, an analysis of skepticism found in popular science books points out that in Korea, this skepticism has been introduced as a subject of criticism from orthodox discourse on climate change. Lastly, by examining the characteristics of skepticism within recent popular books on climate change, with a particular focus on Stephen Koonin’s Unsettled: What Climate Science Tells Us, What It Doesn’t, and Why It Matters, the study analyzes how climate change skeptics raise questions about the credibility and ethics of climate science. Through these discussions, the study aims to analyze the implications that climate change skepticism presents for the development of South Korea’s climate change discourse and, based on this, explore constructive directions for the development of climate change discourse.
