가족정책 확대와 미취학자녀가 있는 여성의 학력별 취업률 추이에 대한 탐색적 연구

Abstract

본 연구는 성 평등 수준을 나타내는 핵심지표인 여성 취업률의 변화 추이를 살펴보고 이 가운데 특히 미취학자녀가 있는 여성의 취업률과 이들의 교육수준에 따른 취업률 변화 추이를 살펴보면서 최근 급격히 확대되어 온 가족정책의 영향을 탐색적으로 살펴보는 데 그 목적이 있다. 한국노동연구원의 노동패널자료(1998년~2015년)를 활용하여 25세 이상 65세 미만 여성의 취업률, 학력별 취업률, 미취학자녀가 있는 여성의 취업률, 그리고 미취학자녀가 있는 여성의 학력별 취업률 변화추이를 살펴본 결과 전반적인 여성의취업률은 조금씩 그리고 천천히 상승하고 있으며 학력별 취업률 격차 역시 수렴하는 양상을 보이고 있었다. 그러나 미취학자녀가 있는 여성의 취업률은 여전히 매우 낮으며 유급휴가정책의 확대와 무상보육정책 시행 이후에도 뚜렷한 개선을 나타내지 못하고 있는 사실 역시 나타났다. 또한 미취학자녀가 있는 여성의 경우 학력별 취업률 격차가 크게 나타나 고학력 여성의 취업률이 중간학력 여성에 비해 높게 나타나는 양상 역시 지속되고 있었다. 한국의 가족정책은 제도적 개선과 예산의 증가에도 불구하고 실효성 낮은 휴가정책과 민간 중심의 보육서비스 제공 등의 문제로 인해 어린 자녀가 있는 여성의 취업률을 제고하는 데 명백한 효과를 가져 오지 못하였으며 여성 내부의 계층 간 취업률 격차를 개선하는 데에도 크게 기여하지 못한 것으로 해석된다. This study aims to examine women’s employment rate as a core index of gender equality in the era of expansion of family policies in Korea. Especially the study focuses the employment rate change of women with child under age 6 and employment rate gap within women’s education levels. To analyze the pattern of women’s employment change, Korean Labor and Income Panel Study data (from 1998 to 2015) was used. According to the results, women’s employment rate was arise slightly and slowly and employment gap within women’s education levels became clearly narrow. However, employment rate of women with child under 6 was still very low, and employment gap within education levels in these groups was quite wide. Although family policies-like paid leave and universal ‘free’ child care service- were expanded during last 15 years, women with child under 6 had still problems in participating labor market, and of them with less educated level had more serious problems.
