미･중 무역전쟁의 배경과 영향: 러･중 경제협력에 미치는 영향을 중심으로

Abstract

본 논문은 미중 무역전쟁의 전개와 그 영향을 분석하는 것을 목적으로 하며, 특히 러･중 경제협력에 미치는 영향에 초점을 맞추고자 한다. 이러한 목적을 위해 먼저 트럼프 정부 출범 전후에 본격화된 미중 경제전쟁의 배경과 원인을 파악하고 양국 경제관계의 구조적 변화를 검토한다. 또한 미중 무역전쟁이 상호 제재･보복에 이른 무역전쟁의 주요 전개와 그에 따른 영향을 고찰한다. 다음에는 미중 무역전쟁이 러시아 경제, 특히 러중 경제협력에 미치는 영향에 대해 검토한다. 미중 간의 무역전쟁이 러시아 경제에 미치는 영향은 크지 않다. 단기적으로 볼 때 러시아는 중국과 미국의 무역 마찰에서 어느 정도 이득을 얻을 수 있다. 특히 러시아 에너지 수출의 증가와 러시아 농산물 및 가공산업 제품의 구매 증가세에 주목해 볼 수 있다. 또한 중국과 미국의 관계 약화는 러시아가 중국으로부터 추가적인 재원을 유치하는 데 도움이 된다. 게다가 중국과 러시아 간에 우호관계가 확립되었고, 양국 간의 정치적 신뢰는 계속 축적되고 있다. 국제무대에서 양국은 대부분의 주요 이슈에 대해 같은 입장을 취하고 있다. 이 모든 것이 반(反)러시아 제재에 맞서고 미국과의 무역전쟁에서 중국의 입지를 강화할 수 있는 전략 수립을 가능하게 한다. 이러한 상황에서 러중 간 영토의 근접성은 무역, 경제, 투자 협력의 발전을 위한 추가적인 인센티브를 제공한다.

The purpose of this paper is to analyze the development and impact of the U.S.-China trade war, and in particular, to focus on the impact on economic cooperation between Russia and China. For this purpose, we first examine the background and causes of the U.S.-China economic war that began in earnest before and after the inauguration of the Trump administration and review structural changes in the economic relations between the two countries. It also examines the major development of the trade war in which the U.S.-China trade war has resulted in mutual sanctions and retaliation and its impact. Next, we will analyse the impact of the U.S.-China trade war on the Russian economy, especially on Russian economic cooperation. The trade war between the U.S. and China has had little impact on the Russian economy. In the short term, Russia could benefit from trade friction between China and the United States. In particular, attention can be paid to the increase in Russian energy exports to China and the increase in purchases of Russian agricultural products and processing industries. Weakening relations between China and the United States also helps Russia attract additional funds from China. Moreover, friendly relations between China and Russia have been established, and political trust between the two countries continues to accumulate. On the international stage, the two countries are taking the same stance on most major issues. All of this makes it possible to establish a strategy that can counter anti-Russian sanctions and strengthen China's position in the trade war with the United States. In this context, the proximity of territory between Russia and China provides additional incentives for the development of trade, economic, and investment cooperation.
