관광분야 사회적 기업(social enterprise)의 이론적 함의 - 복잡계 패러다임을 중심으로 -

Abstract

한국사회의 계층 격차에 따른 불평등 문제는 중요한 사회 쟁점이다. 국가 역시 성장을 통한 고용 창출과 분배를 통한 복지 향상이라는 정책 목표를 달성하지 못함으로써 양극화 문제에 심각하게 직면해 있다. 본 연구에서 논의된 사회적 기업(social enterprise)은 제 3섹터 활동을 통해 ‘국가와 기업’, ‘성장과 복지’ 라는 상반된 행위주체와 활동 목표의 간극을 좁힐 수 있는 유효한 정책 방안이다. 본 고에서는 사회적 기업을 통한 관광 활성화가 지니는 복지적 함의를 사회정책 사상의 흐름을 통한 이론적 지형을 통해 개관하고, 개방 체계론적 관점에서 최근 논의되고 있는 복잡계 이론에 준거해 정책 실현의 가능성을 고찰한다.

A problem of inequality according to hierarchical deepening in Korean society is an important social issue. Even the nation fails to achieve the policy goal called enhancement in welfare through job creation and distribution through growth, thereby seriously confronts the problem of polarization. The social enterprise, which is discussed in this study, is an effective alternative policy available for narrowing the gap in the contradictory act agent and activity goal called 'nation & enterprise' and 'growth & welfare' through the third sector activity. This study delves into the welfare-based implication that is possessed by tourism promotion through social enterprise, through a flow of the social policy thought, and then considers usefulness of realizing policy by conforming to a theory of complexity that is being discussed recently from the perspective of an opening system theory.
