시군통합의 효과에 대한 경험적 분석: 단절적 시계열모형(ARIMA)의 적용

Abstract

이 논문의 주된 목적은 1997년 지방자치의 본격적 실시를 앞두고 중앙정부 주도의 대대적인 시군통합 노력을 통해 1995년에 탄생된 통합시를 대상으로 시군통합의 효과를 경험적으로 검증하는 데 있다. 이 논문의 연구 질문은 “1995년에 출범한 통합시가 통합되기 이전에 시군으로 분리되어 있는 경우에 비해 효율성과 경제성장이 강화되었는가?”이다. 이 질문에 대한 답변을 위해 통합시가 출범한 1995년을 기점으로 통합 전 12년, 통합 후 12년을 포함하여 총 24년에 이르는 1984년~2006년의 기간을 연구대상으로 설정하여 단절적 시계열 분석기법(interrupted time series analysis)을 실시하였다. 이 연구의 최종적 결론은 1990년대와 현재 진행되고 있는 것처럼 중앙정부의 막대한 행･재정 지원을 통해 자치단체의 구조조정 노력을 하지 않아도 되게 만드는 방식의 통합은 “한건 했다”는 정치적 선전효과 외에는 통합 자치단체의 효율성과 경쟁력을 강화시키는 데 큰 도움이 되지 않는다는 것이다.

This study empirically tests the effects of city-county consolidation enacted through the central government initiative in 1995 before the substantive implementation of Korean local autonomy in 1997. The research question of this study is if the consolidated cities created in 1995 have experienced enhanced efficiency and economic growth as expected before the city-county consolidation. To answer the question, this study employs an interrupted time series analysis, with a panel data set covering the 1984-2006 period, 12 years before and after the base year of 1995 when city-county consolidation occurred. The conclusion of this study is as follows. Regarding the consolidation in the 1990s and recently ongoing debates on consolidation, a consolidation program that discourages the restructuring motives of local governments by providing considerable amounts of administrative and financial support from the central government for local governments willing to consolidate, does not lead to expected efficiency and competitiveness. Such consolidation programs induce the public perception that the central government is "doing something" significant for the nation and people, enabling it to claim political credit.
