조합방식 주택 정비사업의 시공자 선정에 영향을 미치는 중요요인 분석

Abstract

본 연구는 조합방식 재개발･재건축사업의 시공자 선정에 영향을 미치는 주요 요인을 분석하여 서울특별시 공공지원 시공자 선정 기준의 개정 시 입찰 참여 견적서의 주요 항목의 검토 순위와 조합원과 시공자 간의 갈등 완화, 투명성과 전문성을 고려할 수 있는 판단 기준을 제시하는 데 그 목적이 있다. 본 연구에서는 선행연구와 전문가 설문을 통해 시공자 선정에 영향을 미치는 입찰 관련 상위요인과 하위요인을 도출하였다. 이러한 요인들을 분석하기 위해 건설 관련 전문가를 대상으로 델파이 조사를 실시했으며, 전문가 그룹별로 AHP 기법을 통해 쌍대 분석을 진행하고 주요 요인의 차이를 분석하였다. AHP 분석 결과, 시공자 선정에 가장 큰 영향을 미치는 상위요인은 공사 금액인 것으로 나타났다. 그다음으로는 공사 도급 금액이 중요한 요인으로 분석되었다. 하위요인에서는 물가 상승에 따른 공사비 변동이 가장 중요한 것으로 나타났다. 이를 통해 서울특별시의 공공지원 정비사업 시공자 선정 기준을 개정할 경우, 입찰 견적서에 포함된 공사 금액과 공사비 변동 조건이 가장 중요한 요소로 고려되어야 한다는 것을 알 수 있다. 서울특별시를 포함한 다른 지역의 시공자 선정 기준을 개선하는 데 있어 본 연구가 중요한 판단 기준이 될 수 있을 것으로 기대된다.

The purpose of this study is to analyze the major factors affecting the selection of work executor for the partnership redevelopment project and reconstruction project and to present the review ranking of the main items of the bid participation estimate and the criteria for determining the conflict between for members of partnership and work executor, transparency and expertise when revising the Seoul Metropolitan Government public assistance work executor selection criteria. In this study, the upper and lower factors related to bidding that influence the selection of work executor were derived through previous studies and expert surveys. In order to analyze these factors, a Delphi survey was conducted on construction-related experts, and duality analysis was conducted through the AHP technique for each expert group and the differences in major factors were analyzed. As a result of AHP analysis, it was found that the highest factor that has the greatest influence on the selection of work executor was the construction costs. After that, the construction contract costs was analyzed as an important factor. As a sub-factor, it was found that the change in construction cost due to inflation was the most important. Through this, when revising the criteria for selecting work executor for public assistance Improvement projects in Seoul, it can be seen that the construction costs and construction cost fluctuation conditions included in the bidding estimate should be considered as the most important factors. It is expected that this study can be an important criterion for judgment in improving the criteria for selecting work executor in other regions including Seoul.
