도시환경 특성이 범죄발생에 미치는 영향 분석 : 사회적 약자 그룹의 조절효과를 중심으로

Abstract

우리나라의 경우 도시 범죄와 환경요소의 관계에 대한 연구는다수 진행되었지만, 일부 지역 자치구에 국한된 분석만이 진행되었고, 서울시 전체적으로 미시적인 특성 차이를 분석한 연구는미비한 실정이다. 범죄발생에 대한 자료 및 위치정보는 개인정보를 포함하고 있으며, 동네 이미지와 범죄에 대해 주민들의 불안때문의 전체적인 범죄발생 수를 종합하여 통계를 낸 자료만 제공하고 있어 분석에 어려움이 있다. 또한, 범죄 유형 및 피해자별 범죄예방에 대한 연구가 진행되었지만, 범죄예방 정책효과는 학교, 공원, 사례지역 등과 같이 일정 공간에 대해 설문조사 또는 회귀분석을 통한 분석이 진행되었으며, 도시환경요인에 대한 평가는미비하다. 따라서 본 연구에서는 범죄 유형에 따라 강력 5대 범죄를 포함한 전체범죄, 여성 대상 범죄, 노인 대상 범죄를 대상으로 공간통계 모형을 활용하여 도시환경 요소와의 연관성을 분석한다. 또한, 범죄예방시설과 관련하여 방범시설과 지역의 인구특성 중 사회적 약자그룹에 따른 조절효과를 분석한다. 이를 통해 사회적약자그룹에 따른 범죄예방 시설의 효과를 분석하여 각 유형에 맞는 방범시설 전략을 제시하고자 한다. 본 연구는 범죄예방을 향상하기 위해 고려되어야 할 도시환경 특성을 분석하였으며, 나아가 사회적 약자 그룹에 따른 범죄예방시설의 효과를 분석하여 범죄 저감을 위한 정책적 시사점을 제안한다.

The victims of crime within a city are primarily concentrated among socially vulnerable groups, such as women and older adults. Although studies pertaining to crimes against socially disadvantaged individuals abound, studies investigating the effect of the interaction between socially disadvantaged groups and urban environments on crime occurrence are few. Therefore, this study analyzes the effect of the interaction between socially disadvantaged groups and urban environmental factors on crime occurrence using crime-severity ratings for crime in total, crime against female, and crime against older adults provided by the Seoul Life Safety Map. The results indicate that areas with high street vitality are significantly associated with a higher risk of crime occurrence. Furthermore, whereas being surrounded by urban environmental elements increases the risk of crime, an increase in the proportion of green spaces decreases it. Crime-prevention facilities indicate a significant moderating effect on population characteristics. Police stations and CCTVs are shown to be effective in reducing crime against female, and the combination of CCTVs and security lights reduces crime occurrence. This study identifies urban environmental factors influencing crimes against socially disadvantaged groups and suggests policy implications for creating a safer urban environment.
