Rethinking Korea–Pakistan Relations: Building a Balanced Strategic Partnership

Abstract

How balanced is the cooperative relationship between Global North and Global South countries in the 21st century? This study explores the uneven development of Korea–Pakistan relations and proposes policy directions to transform them into a mutually beneficial public diplomacy partnership. Our research highlights notable disparities in Pakistani and Korean perceptions of each other’s political, economic, and cultural landscapes. In addition to document analysis and surveys, we conducted in-depth interviews with key stakeholders well-versed in relations between Seoul and Islamabad. To address these perception gaps, we first recommend enhancing cross-cultural understanding through educational initiatives and the promotion of tourism. Second, in the economic realm, we suggest strengthening bilateral cooperation in the manufacturing and services sectors. Notably, we emphasise the importance of Korean investment in Pakistan’s small and medium-sized enterprises (SMEs) and increasing the mobility of Pakistani labour to Korea. At the core of constructing a more balanced and reciprocal relationship is effective people-to-people communication, which, in turn, can pave the way for stronger partnerships between the Global North and the Global South.

21세기 글로벌 노스(Global North)와 글로벌 사우스(Global South) 국가 간 협력 관계는 얼마나 균형적인가? 본 연구의 목적은 한국-파키스탄 관계 발전 과정이 노정한 불균등성을 지적하고, 양국 간 호혜적인 공공외교 파트너십 전환을 위한 정책 방향성을 제안하는 데 있다. 연구 결과, 양국 시민 간 정치적, 경제적, 문화적 환경을 바라보는 상호인식에 상당한 차이가 있음이 드러났다. 연구 방법으로는 문헌분석 및 설문조사 외에 양국관계의 변화와 밀접한 주요 이해관계자들과의 인터뷰를 진행하였다. 해당 격차를 해소하기 위한 주요 방안으로 문화적 차원에서 상호 교육 프로그램과 관광 진흥 및 관련 분야 교류 확대 필요성을 구체적 사례와 더불어 제안했다. 경제적 차원에서는 제조업‧서비스업 분야의 협력 강화를 중심으로 기술했다. 특히 파키스탄 중소기업에 대한 한국의 투자 확대, 파키스탄 노동자의 한국 진출에 대한 긍정성 제고 등에 초점을 맞췄다. 민간 차원의 소통은 이러한 노력의 핵심이며, 한국-파키스탄 간 호혜적 관계 구성은 글로벌 노스와 글로벌 사우스 간 상생적 파트너십 구축에도 마중물이 될 수 있다.
