윤석열 정부의 위기관리 속 활용된 ‘자유’ 담론: 대통령 연설문과 주요 일간지 사설에 대한 비판적 담론분석을 중심으로

Abstract

임기 시작 이후, 윤석열 대통령은 복수의 공개 석상에서 ‘자유’의 가치를 강조하는 모습을 보였다. 이는 연설문을 비롯하여 다양한 범위의 공개적, 비공개적 발언을 통해 나타났고 여러 매체들에 의해 해석 및 전달되며 다양한 담론들을 생산해 내었다. 대통령의 발언은 한 개인의 의견이나 견해 이상의 의미를 지닌다. 거시적으로는 국가의 행정 권력을 대변하여 정치, 경제, 사회적 정체성을 규정하고, 미시적으로는 정책적 실천의 방향성을 함축적으로 보여준다고 할 수 있다. 현 정부는 ‘자유’라는 가치 아래 다양한 현상들을 선택적으로 규정하고 서열화하며, 이를 통해 정부가 추구하는 가치와 방향성을 간접적으로 드러내는 모습을 보였다. 동시에 ‘자유’라는 개념이 가지고 있는 추상성과 모호성은 ‘자유’와 접합된 복잡다기한 사회적 현상들에 대한 적확한 이해를 어렵게 만들고, 현상에 내재되어 있는 사실관계 혹은 이해관계를 파악하기 어렵게 만든다. 즉, ‘자유’라는 모호하고 긍정적인 언표는 이것이 구성하는 담론 이면에 숨겨져 있는 권력관계와 이해관계를 은폐한다고 볼 수 있다. 이에 이 연구는 윤석열 대통령이 다양한 공개 석상에서 발화하였던 ‘자유’의 의미를 분석하고 그것이 이후 정책 결정과 시행과정에서 어떻게 접합 및 실천되었는지 파악하고자 하였다. 이를 통해, 자유 담론 이면에 내장된 정치 사회적 의도와 헤게모니적 권력 관계를 드러내고자 하였다. 이를 위해 노먼 페어클라우의 비판적 담론분석을 활용하였다. 분석 결과, 자유 담론을 통해 규정 및 강조하고자 한 영역은 크게 세 가지로, 이는 정치, 경제, 안보이다. 우선 정치적으로는 야당과의 갈등 국면을 반영해 내며 ‘자유민주주의’의 회복을 강조하는 모습을 보였다. 경제적으로는 시장 경제체제의 복원과 확장을 강조했고, 안보의 측면에서는 미국을 중심으로 한 ‘자유 연대’의 가치 동맹을 위해 자유 담론을 선별적으로 활용하는 모습을 보였다.

Since the beginning of his term, President Yoon Suk Yeol has emphasized the value of 'freedom' in multiple public appearances. This appeared through a variety of public and private remarks, including presidential speeches, and was interpreted and delivered by media, producing various discourses. The president's remarks are more than an individual's opinion. Macroscopically, it defines the political, economic, and social identity on behalf of the administrative power of the state, and microscopically, it shows the direction of policy practice. The government regulated and ranked various phenomena under the name of 'freedom', and through this, indirectly revealed the values and directions of the government. However, the abstract nature and ambiguity of the concept of 'freedom' makes it difficult to understand the phenomena bonded to 'freedom'. The ambiguous and positive signifier of 'freedom' can be seen as hiding the power and interests behind the discourse. Therefore, this essay aims to grasp the meaning of 'freedom' that the President Yoon Suk Yeol uttered in diverse public speeches, and to find out how it was practiced in subsequent policy-making and implementation processes. It also reveals the hegemonic power relationship built into the discourse of freedom. Norman Fairclough's critical discourse analysis was used for the analysis. We found that there were three major areas to be defined and emphasized through freedom discourse. These are politics, economy, and security. First of all, it reflected the conflict with the opposition party politically, and showed the use of freedom discourse for the recovery of so called 'liberal democracy', the restoration of the market economy system economically, and for the value alliance of 'free solidarity' centered on the United States in security.
