조선 후기 순무어사 활동 연구―김상직의 「암행일기」를 중심으로―

Abstract

본 연구는 김상직의 『암행일기』를 통해 1702년 경상좌도 순무어사 활동의 실상을 규명했다. 김상직은 기존 순무어사의 명행(明行) 방식과 달리 암행(暗行)으로 활동하여 순무와 암행어사 기능을 겸한 특수한 사례를 보여준다. 90일간의 순행에서 김상직은 수령 비리 17개 항목을 체계적으로 감찰하고, 환곡⋅공납⋅부세의 구조적 모순을 적발했다. 방납제 부활과 가격 현실화를 핵심으로 하는 구체적 개혁안을 제시하여 단순한 감찰을 넘어 제도 개선을 추진하였다. 군사 부문에서는 40개 고을 군기와 18척 전선, 23개 봉수대를 직접 점검하여 해안 방어의 허점을 밝히고 실전 중심 개선책을 제안했다. 『암행일기』는 봉서⋅서계⋅별단을 포괄하는 종합 행정보고서로서 18세기 초 지방통치의 구조적 문제와 감찰제도의 실제 작동방식을 실증한다. 이를 통해 순무어사 제도의 역사적 위치와 조선후기 지방행정 개혁의 동향을 새롭게 조명할 수 있다.

This study examines the actual conditions of Sunmu Eosa (Provincial Inspector for Pacification) activities in Left Gyeongsang Province in 1702 through Kim Sang-jik's "Amhaeng Ilgi" (Secret Inspection Diary). Unlike conventional Sunmu Eosa who operated openly (myeonghaeng), Kim Sang-jik conducted his mission through secret inspection (amhaeng), presenting a unique case that merged the functions of Sunmu Eosa and Amhaeng Eosa. During his 90-day inspection tour, Kim systematically investigated 17 categories of local magistrate misconduct and exposed structural contradictions in the grain loan (hwangok), tribute payment (gongnap), and taxation systems. He proposed concrete reform measures centered on reviving the bangnap system and adjusting prices to market realities, thereby advancing beyond mere surveillance to institutional improvement. In military affairs, he directly inspected military equipment in 40 counties, 18 warships, and 23 beacon stations, identifying weaknesses in coastal defense and proposing practical, combat-oriented improvements. The "Amhaeng Ilgi" functions as a comprehensive administrative report encompassing royal instructions (bongseo), official correspondence (seogye), and memoranda (byeoldan), providing empirical evidence of structural problems in early 18th-century local governance and the actual operation of the inspection system. Through this analysis, the study sheds new light on the historical position of the Sunmu Eosa institution and trends in late Joseon local administrative reform.
