지역문화관광재정이 지역경제성장에 미치는 영향: 관광도시 선정 및 육성정책의 조절효과를 중심으로

Abstract

지역 사회의 경제성장은 효율적인 예산 배분과 지역 역량 강화를 통해 달성될수 있으며, 국고보조사업은 지방재정의 중요한 수단으로 작용한다. 지역발전의 주요한 수단으로 관광정책이 추진되고 있지만 실제로 관광이 지역경제에 얼마나 기여하는지에 대한 객관적 평가는 부족하다. 따라서 본 연구에서는 계량경제모델을 적용하여 2016년부터 2021년까지의 전국 226개 기초지방자치단체의 문화관광재정과 GRDP, 재정자립도, 주민등록인구수, 관광도시 선정 및 육성 정책 등의 데이터를 사용하여 시계열 회귀분석을 실시하였다. 그결과, 문화관광 재정이 지역경제성장에 긍정적인 영향을 미쳤으며, 관광도시 선정 및 육성정책 중 계획공모형 관광도시 사업에서만 조절효과를 확인 할 수 있었다. 이러한 결과는 특정 관광 정책이 지역경제성장에 긍정적인 영향을 미쳤다는 것을 시사하므로 해당 관광 정책의 특징을 파악하여 향후 지역경제성장에 보다 효과적인 관광 정책을 개발하고 운영하는데유용한 시사점을 제공한다.

Economic growth in local communities can be achieved through efficient budget allocation and local capacity building, with national subsidies serving as a critical mechanism for local financing. Although tourism policies are promoted as a key driver of regional development, empirical evaluations of tourism’s actual contribution to local economic growth remain limited. To address this gap, this study applied an econometric model to conduct a time-series regression analysis using data from 226 basic local governments in South Korea from 2016 to 2021. The analysis incorporated variables such as cultural tourism expenditures, GRDP (Gross Regional Domestic Product), fiscal independence, resident population, and tourism city selection and promotion policies. The results revealed that cultural tourism financing positively influenced local economic growth. Furthermore, a moderating effect was observed exclusively for the planned tourism city project among the tourism city selection and development policies. These findings suggest that specific tourism policies have significantly contributed to local economic growth. Identifying the distinguishing characteristics of these successful policies provides valuable insights for the design and implementation of more effective tourism strategies aimed at fostering local economic growth in the future.
