‘자유주의’ 국제질서 위기: 제국주의로 다시 보기

Abstract

“자유주의” 국제질서위기는 국제정치의 담론장에서 많은 논의와 논쟁을 만들어내고있는 매우 중요한 문제다. 하지만 이러한 담론장에서 제국이나 제국주의에 관한 논의는찾아보기 어렵다. 주로 현실주의나 자유주의 이론적 시각에서 논의가 전개되고 있다. 나아가 이 두 시각은 서로 다른 이론적 정향에도 불구하고 20세기 국제정치는 주권국가체제를 기반으로 한다는 출발전제를 공유하고 있다. 즉 2차 세계대전을 기점으로 국제정치가 과거 제국의 시대에서 벗어나 주권국가를 기본단위로 하는 새로운 국제체제로이행(transition)되었다는 이행과 전환의 서사를 출발전제로써 공유한 상태에서 지금의“자유주의” 국제질서 위기의 원인과 처방을 각기 다르게 보고 있는 것이다. 하지만본고는 주권국가체제에 기반한 “자유주의” 국제질서에 여전히 제국주의가 작동되고있다고 해석한다. 이러한 해석의 설득력을 얻기 위해 본고는 우선 주권국가체제의핵심요소인 영토성(territoriality)에 제국주의가 얼마나 깊이 연계되어 지금까지도 지속되고 있는지를 살펴본다. 한 걸음 더 나아가 본고는 비록 영토를 점령하거나 식민지를 물리적으로 건설하는 제국이라는 실체는 사라졌지만 ‘운영원리’로서의 제국주의와제국적 행태는 여전히 지속되고 있음을 논증한다. 이러한 ‘제국 없는 제국주의’를 20세기 “자유주의” 국제질서 형성을 주도한 미국에 대입하여 살펴본다. 특히 본고는 트럼프이전과 이후 미국 행정부들 간의 차이를 넘어서는 공통의 제국적 “문명화 사명” 행태가지속되고 있음을 다양한 사례분석을 통해 보여준다. 1945년 이래로 미국 주도 국제질서의 강력한 내적 운영원리로서 제국주의는 ‘형식적’ 재구성을 통해 “자기동일성”을 유지하고 있다고 할 수 있으며 따라서 “트럼프의 미국”은 제국주의가 내장된 “자유주의” 국제질서의 변증법으로 해석될 수 있다.

The debate over the crisis of the U.S.-led “liberal” international order has become central to both the study and practice of international relations. In this unfolding discourse, the main lines of argument have largely been developed from either realist or liberal theoretical perspectives. Despite their theoretical differences, both realist and liberal approaches to the liberal international order share a common starting premise: that the contemporary world is constituted by a sovereign state system that has transitioned from an earlier imperial order. This article disputes that premise and instead advances an alternative interpretation—namely, that imperialism continues to operate within the ostensibly sovereignty-based liberal international order. To substantiate this claim, the article first shows that territoriality—the core constitutive element of the sovereign state system—has historically been intertwined with imperialism and continues to reproduce imperial logics in the present. It further argues that although empires as formal entities have largely disappeared, imperialism as an operating logic and set of practices persists. This condition, conceptualized as “imperialism without empire,” is then examined through the case of the United States, the principal architect of the twentieth-century liberal international order. Through a comparative analysis of U.S. administrations before and after Trump, the article demonstrates the persistence of a shared imperial “civilizing mission” that transcends partisan and ideological divides. Since 1945, imperialism has functioned as a powerful internal operating principle of the U.S.-led order, sustaining its self-identity through processes of representational reconfiguration. From this perspective, “Trump’s America” can be understood as a dialectical outcome of a liberal international order in which imperialism remains structurally embedded.
