서비스디자인 방법론에 기초한 몽골 보건의료체계 공적개발원조 지원 전략 연구

Abstract

연구배경: 국제사회에서 환경,경제, 빈곤문제 등이 특정 국가만의 문제가 아니고 전 세계적 문제라는 인식하에 개발 도상 국가들의 경제발전과 빈곤문제를 해결하기 위한 수단으로 공적해외원조에 대한 지원규모가 확대되어 가고 있다. 그러나 지금까지의 국제개발협력은 공여국의 일방적인 관점에서 일회성으로 진행되어 왔다는 것이 많은 연구자들의 지적이었다. 따라서 본 연구는 수요자 중심의 공적개발원조 협력모델을 개발하여 효율성 및 지속가능성을 증진시키는 방안을 모색하고자 서비스 디자인 방법론을 도입하여 연구하고자 한다. 연구방법: 본 연구에서는 문헌조사를 통해 ‘공적개발원조 사업과 ‘서비스디자인 방법론’에 대해 알아보았다. 그런 다음 서비스 디자인 방법론에 근거하여 몽골의 보건의료체계 발전을 위한 ODA사업 추진 전략을 제시하고자 한다. 연구결과: 한국이 경쟁력을 가지고 있는 보건의료 분야에서 對몽골 ODA사업 추진전략의 기본틀을 마련하였고 기본적인 사업 추진원칙을 정립하였다. 이를 위해 서비스디자인 방법론을 이용하여 수원국인 몽골의 보건의료현황, 정책 및 개발우선순위, 개혁 방향, MDGs 목표 등 수원국의 상황을 체계적으로 파악하고 ODA사업 추진 국제기구들의 목표와 현황 등을 함께 분석하여, 이를 근거로 우선 지원 대상사업과 효과적인 ODA사업 추진모델을 정립 제시하였다. 결론: 본 연구를 통해 도출된 ODA 프로그램 모델 전략은 보다 효율적이고 지속적인 보건의료 공적개발원조가 추진될 수 있는 기초 자료로 활용될 수 있을 것이다.

Background: The size of ODA is expanding to promote economic development and address poverty in developing countries considering that environmental, economic and poverty issues are not merely a concern for certain countries but a matter to be solved from a global perspective. But researchers criticize that most efforts to implement international development coopera-tion have been centered only on the perspective of donor countries (korea) and one-time events. So, this study seeks ways to enhance aid efficiency and sustainability by developing a demand-oriented ODA cooperative model such as studying service design methodology as an effective method in doing so. Methods: The methodology of this study using literature research for ‘ODA’ and ’Service design methodology’. And then, the idea is suggested for discovering models of official development assistance strategy in the field of mongolia healthcare system through service design methodology. Result: This study provided the basic framework of the strategy in the health care sector, established to promote basic business principles. To develop the mongolia health assistance strategy, first of all, this research will compare with mongolia health policy, Korea ODA policy, international organization strategy and MDGs. After that, it analyzed the policy and drew the strategy of mongolia health assistance through service design methodology. Conclusion: Our research will be used for Health sector Official Development Assistance Plan in Mongolia and another developing country for efficiency and durability of Korea’s ODA strategy and based other research papers.
