Abstract
A many-particle Hamiltonian is considered in connection with the fractional quantum Hall effect (FQHE) for fractional filling factors nu < 1. The simplicity of the Hamiltonian written in the second quantization formalism is remarkable. It is suggested that the simplicity may shed light on a new approach to the FQHE. An explicit calculation for the FQH-conductance as a topological invariant is given.
