Abstract
The purpose of this study is to critically review and compare major theories and values in public administration and to suggest theoretical implications for future. The results are summarized as follows. First, traditional public administration focused on whether or not administration should be separated from politics; administration is a field of politics. The core values are efficiency, scientific management, administrative principles, and democracy. Second, modern public administration discussed the critiques and self-reflection on traditional public administration. The essential values are social equity, fairness, justice, responsiveness, new perspective, and legitimacy. Finally, current public administration emphasized inefficiency of public agencies and bureaucracy; criticized the modern and rationalistic approach and suggested the postmodern approach. The core values contradict each other—one is values of market oriented reform—efficiency, decentralization, deregulation, and contracting out; the other is values of deconstructing rationality and modernity. But no one knows the future theory. But it is certain that the next public administration theory will give better understanding and a good answer for epistemological and practical issues and problems in the public administration field.
