- Abstract
- 본 연구는 케인즈 가설과 바그너 법칙이 지속적인 대립을 이루는 상황에서 중국의 동북 3성(랴오닝성, 지린성, 헤이룽장성) 패널 자료를 사용하여 재정지출과 경제성장의 관계 및 영향에 대해 분석한다. 동북 3성은 케인즈 가설에 입각한 2003년 동북진흥정책과 바그너 법칙과 연관된 2016년 신동북진흥정책이 모두 시행된 곳이다. 분석결과, 경제성장이 재정지출에 그랜저 인과 하는 것으로 나타났다. 그랜저 인과관계를 토대로 고정효과모형으로 분석한 결과에서는 동북 3성의 모든 지역에서 경제성장이 증가할 때, 재정지출에 긍정적인 영향을 미치고 있었고 통계적으로 유의했다. 결과적으로 동북 3성의 경우, 바그너 법칙이 적합한 상황이고 정부 주도적 성장이 아닌 시장 주도적 성장을 지속해야 하는 것이 효율적이다.
