- Abstract
- 변화하는 행정수요를 예측하지 못한다면 저출산･고령화와 제4차 산업혁명 등으로 나타나는한국 사회문제를 성공적으로 해결하기 어렵다. 미래 행정수요의 대부분은 ‘사악한 문제’일 것이다. 따라서 공식적인 권한과 강제력을 가진 정부의 중앙집권적이고 획일적인 사회문제 해결방법의불가피성에 대한 고정관념을 극복하고 새로운 거버넌스를 추진할 필요가 있다. 미래 행정환경변화에 효과적으로 대응하기 위하여, (i) 정부에 의한 사회문제 해결의 불가피성에 대한 고정관념을 극복하고, (ii) 거버넌스문제에 관심을 갖고, (iii) 사회문제의 본질과 유형을 파악하고, (iv) 새로운 거버넌스를 전향적으로 탐색하고, (v) 새로운 거버넌스 유도 과정의 난관을 극복할수 있는 적극적인 대책을 강구하기 위한 노력이 요구된다.
