- Abstract
- Network neutrality is a complicated and multifaceted expression, which encompasses diverse areas and issues. The goal of this study was to conceptualise a user model of network neutrality by examining the user perspective and perception about network neutrality. The issue was addressed in terms of policy, innovation, values and society, in the context of Korea. Focusing on user perspective, the effectiveness of current network neutrality policy was analysed by analysing user perception. A model was proposed to empirically test policy effectiveness by incorporating factors representing network neutrality. The factors were drawn from belief, of people's perceived concepts on network neutrality. The findings showed that while free market and regulation were the two main factors constituting network neutrality, both factors had a different influence on the formation of attitude towards policy effectiveness. Overall, in-depth analysis and heuristic data on the user drivers, industry dynamics and policy implication within the network neutrality ecosystem were provided by this research.
