- Abstract
- 지방공기업의 수와 기능은 확대되고 있지만, 지방자치단체가 50% 이상 출자한 전국 지방공기업의 부채는 2005년 12조6000억 원이던 것이 2010년 46조4000억원으로 증가한 것과 같이 계속해서 지방공기업의 부채가 높아지고 있는 실정이다. 이에 따른 지방공기업의 심각한 부채가 문제로 제기되고 있다. 따라서 본 연구는 앞서 언급했듯이 지방공기업이 어떤 경영방식을 가지고 있는가에 따라 운영 및 성과의 차이가 존재하기 때문에, 지방공기업을 직영기업과 간적경영기업으로 구분하여 각 경영특성별 성과를 제고할 수 있는 정책적 제언을 목표로 한다. 이를 위해 경영평가 결과 및 결산 자료를 중심으로 경기도의 지방공기업을 직영과 간접경영으로 나누어 지방공기업 성과에 영향을 미치는 요인을 비교분석할 것이다.
