- Abstract
- After the financial crisis of 1997, the Korean government began to change the policies on a large scale to attract foreign investors in the process of overcoming the crisis. The institutional support for this was "Foreign Direct Investment Promotion Law" enacted in 1998. Since then, the FDI in Korea has been liberalized in principle and the core concept of the FDI policies has been the operation of investment incentives. This study aims to evaluate the practical effectiveness of the FDI policies taken by the Korean government focused on the investment incentives for more than 10 years since the crisis, and explore policy alternatives to make the most of the FDI actively in the process of modifying the industrial organization. For this purpose, it analyzed the systems of investment incentives in Korea and compared them with those of other major countries, and then examined empirically questionnaires toward foreign enterprises located in the IKP(Invest Korea Plaza). Based on thess results, this paper suggested policy alternatives to reflect the needs of foreign investors and promote the strategic and economical effectiveness of policies in designing and operating the systems of investment incentives in Korea.
