Abstract
The aim of this paper is to analyze the basic guidelines and specific plans for historical city center regenerative plan of small cities in Germany's Nordrhein-Westfalen province, and to find out the common characteristics of the urban revitalization plans of these cities. The study shows the cities that joined the historical city center regeneration study group (AHS) may be small but they possess rich historical cultural heritages. Through close cooperations among the member cities and guaranteed active resident participation in the decision making process, they have set up solid implementation plan for historical historical city center regenerative plan. These historical city center regenerations are not mere frozen preservations. The fact that they consider specific details in order to create historical environment which allows pleasant living as well as unique regional cultures for the residents, and that these efforts are supported by governments gives us a valuable lesson in the study of historical city center revitalization.
