A study on the factors affecting a switch to centralized cloud computing for local government information system

Abstract

This study examined the factors affecting the user’s intention to switch seen in the stage of switching the administrative information system being operated by the local government to a centralized cloud computing and a research model was identified based on precedent researches in order to achieve the purpose of the study. As for the research model, it was established with regards to the switch intention of administrative information system by utilizing the migration theory’s PPM model (Push-Pull-Mooring model) and the study aims to conduct an empirical test on it. As for the research model, properties that belong to the environmental factors of the place of origin and place of destination were set as independent variables in the migration theory’s PPM model. As for the properties of Push Factors, public relations service, computational resource management cost and system quality were extracted and as for the properties of Pull Factors, economic feasibility, energy efficiency and scalability were extracted. As for the properties of Mooring Factors, switch cost and information security were extracted to verify the regulation effect. The aim was to analyze the effect on the switch intention through parameters of dissatisfaction and attractiveness of alternative with regards to the variables that belong to the respective factors that have been extracted. In order to conduct the empirical test on this study, an offline survey was conducted on 102 people in charge of computer system who operate information system hardware and people in charge of establishing policies in the local government. Empirical test was conducted on the survey data of 97 respondents excluding insincere responses using SPSS and PLS. As a result, public relations service and system quality affected dissatisfaction while the economic feasibility, energy efficiency and scalability affected the level of satisfaction of alternative. It was analyzed that both the attractiveness of alternative and dissatisfaction affected the switch intention and in terms of regulation effect, the information security had a significant impact.
