- Abstract
- 본 연구는 감염병을 중심으로 증가하는 보건안보 위협은 무엇이며, 코로나19가 가져다 준 문제점과 이를 통한 군의 대응방안을 알아보고자 한다. 전통적 안보 개념에서 보건안보에 대한 개념을 정립하고, 감염병에 의한 생물무기화 가능성, 감염병의 초국가적 위협, 대량 감염병 환자 발생 시 치료 역량 부족 등 부상하는 보건안보 위협에 대해 연구하였다. 한국군은 전통적 안보위협 위주로 대비하고 있는데 신종감염병과 같은 예상하지 못한 국가 재난 발생에도 대비가 필요하다. 따라서 신종감염병에 대한 군 대응방안으로 생물학전에 대한 대응 개념 발전, 감염병 정밀분석 능력 보강, 감염병 기술정보 지원 시스템 구축, 대량 감염병 환자 발생시 치료 역량 강화 등이 필요하다는 것을 제시하였다.
