Abstract
The purpose of this study is to establish a consensus on 'the necessity of regulatory reform' with the government officials who are enforcing the regulations by describing the current state of regulatory reform in Korea as a practitioner of regulatory reform. To this end, this study qualitatively analyze the contents of regulation, necessity of improvement, and the improvement effect by focusing on two cases including the 'obligatory establishment of public golf course' in which the author promotes the regulatory reform. As a result, if there is no opposing force, a logical explanation for the improving regulations, and a collaboration with higher ministries with substantial authority, the push for regulatory reform will likely to result in the regulatory improvement. However, this study confirms that the regulation is still being improved in a positive regulatory system, and that the officials, who are the regulatory enforcers, are not much interested in regulatory reforms, thus the driving force is weak. While strong regulatory reforms should be pursued to revitalize the economy, to do this, more authority should be given to specialized institutions in charge of regulatory reform.
