Ordo-Liberalism and New Institutionalism in Comparative Perspective

Abstract

The Korean economy is seeking a new economic paradigm to overcome a confluence of social and economic problems. The German ordo-liberalism drew much attention as an alternative approach for Korea by many administrations in the past. However, ordo-liberalism was not successfully incorporated into Korea’s economic system and still remains mostly in obscurity. Walter Eucken’s ordo-liberalism supplied a pedestal to the German economy for economic rehabilitation after the Second World War and continues to work as the foundation of healthy and strong German economy. This study is experimental in that it compares ordo-liberalism with the Anglo-American theory of new institutionalism to highlight the differences, and similarities, if any, of the two distinct economic views of ideas and philosophy. We find out, with some important clarity, that ordo-liberalism can be distinguished from new institutionalism in some respects. First, ordo-liberalism is deeply rooted in the German value system of neo- Kantianism; second, ordo-liberalism is associated with a relatively higher degree of entelechy (the realization of thought values instead of potentiality) than the counterpart; third, ordo-liberalism is associated, to a lesser degree, with neoclassical theories of economics; fourth, it is more deeply rooted in constitutionalism than the new institutional economics. It is hopeful that ordo-liberalism can be further scrutinized to become a practical and value augmented approach to solving immense problems of the Korean economy in the coming future.

지난 수년 간 한국경제가 경험하고 있는 저성장 기조를 극복하기 위한 새로운 경제정책의 틀을 모색하고자 하는 노력이 제기되고 있다. 이를 위하여 독일의 오르도자유주의(Ordo-liberalism)에 대한 관심이 높아지고 있고, 또 과거에도 여러 차례 이에 대한 검토가 이루어지 바 있다. 그럼에도 불구하고, 오르도자유주의가 성공적으로 한국 정부의 경제정책에 도입되지는 못하고 있는 것은 이러한 독일 경제의 철학과 자유주의에 대한 깊은 이해가 이루어지지 못하기 때문인 것으로 보인다. 월터 오이켄(Walter Eucken)에 의해서 주창된 오르도자유주의는 2차 세계대전 이후 독일 경제를 다시 재건한 독일 사회의 기본법에 그 정신이 반영되어 있을만큼 독일 사회, 경제 그리고 정치 전반에 막대한 영향을 미친 경제철학이다. 본 연구는 기존의 오르도자유주의의 연구에서 그 내용 자체에 국한된 접근 방법에서 벗어나 이와 대비될 수 있는 영미식 신제도주의 경제학과 이를 비교함으로써 오르도자유주의의 특성을 보다 명확하게 대비시켜 규명하고자 하였다. 본 연구에 따르면, 오르도자유주의는 신제도주의와 네 가지 측면에서 상당한 차이를 가지는 것으로 나타났다. 첫째, 오르도자유주의는 독일의 신칸트주의의 철학적 근간을 계승하고 있으며, 둘째, 신제도주의에 비하여 상대적으로 실제 경제정책을 통한 그 철학적 가치의 실현에 더 높은 비중을 두고 있으며, 셋째, 신고전학파 경제학의 수용에 있어서 신제도주의에 비하여 선별적이며, 마지막으로 독일의 기본법과 다른 법률에 그 뿌리를 두고 있다는 점에서 신제도주의와 구분될 수 있는 것으로 나타났다. 오르도자유주의의 높은 철학적 근저와 실질적 정책친화적 속성은 한국 경제가 당면한 많은 어려운 문제들을 해결하기 위한 새로운 접근으로서 더욱 심도 있게 연구되어야 할 것으로 보인다.
