우리나라 노동시장의 미스매치 지수측정

Abstract

본고는 우리나라 노동시장을 대상으로 Sahin et al. (2014)의 방법론을 이용하여 각 부문의 매칭 효율성을 고려한 지역, 직종, 임금 미스매치 지수를 산정하였다. 그 결과는 다음과 같다. 첫째, 지역 미스매치의 경우, 글로벌 금융위기가 도래한 2008년 후반에 3%를 넘어섰으나, 점차적으로 하락하여 2009년 후반부터 1.5% 부근에서 오르락내리락 하다가 2013년부터 1.7%정도로 약간 상승하고 있음을 알 수 있다. 둘째, 직종 미스매치 지수의 경우, 대구와 부산을 제외하면 최근에 직종 미스매치 지수가 하락하는 경향을 보이고 있어 직종으로 인한 미스매치 정도가 점점 완화되고 있으나, 10% 수준을 보이고 있어 지역 미스매치 지수보다 훨씬 심각함을 알 수 있다. 셋째, 임금 미스매치 지수의 경우, 대전과 서울을 제외하고는 대체적으로 2% 부근을 오르락내리락 하고 있음을 알 수 있다. 특히, 서울의 경우 2008년 금융위기 이후부터 2011년 초반까지 임금 미스매치 지수가 급격히 하락한 점이 다른 지역과 차별되는 점이다.

This study quantified the mismatch in Korean labor market in terms of region, occupation and wage using the methodology developed by Sahin et al. (2014). The results were as follows. First, the geographical mismatch, which once exceeded 3% after the global financial crisis in late 2008, has been around 1.5% since late 2009 but has slightly increased to 1.7% after 2013. Second, the mismatch due to occupation have alleviated except for Daegu and Busan; however, the occupational mismatch was around 10%, which suggests that the mismatch due to occupation poses a more serious problem than the geographical mismatch. Finally, the wage mismatch was around 2% in most of the areas except Daejeon and Seoul. Especially the wage mismatch has declined dramatically since 2008 financial crisis until early 2011 in Seoul, which separates Seoul from other areas.
