조선건국준비위원회의 건국 구도

Abstract

조선건국준비위원회(이하 建準)는 8ㆍ15해방 후 한국민이 최초로 표출한 정치행동이었다는 점에서 한국현대사에서 차지하는 의미는 새삼 강조할 필요가 없다. 建準이 해방정국의 歷史像을 구성하는 첫 단서이므로, 建準의 실상을 추적하는 작업들은 다각도에서 시도되었고 지금도 진행 중이다. 해방공간의 객관ㆍ주관의 정세와 맞물려 建準이 활동한 20여 일의 功過와 成敗는, 짧게 보면 해방정국에서 좌우연합의 가능성과 실태를 보여주는 단초였다. 길게 보면, 민족이 존망의 위기에 직면하였건만 이념을 초월한 단합을 이루지 못한 실패의 역사를 반성하는 측면에서, 아직도 검토할 심층부가 남아 있다. 해방정국에서 建準의 위상과 의미, 정치 이념ㆍ노선을 해명하는 수준의 연구가 반복되었으나, 아직 建準의 건국 구도를 주제화하여 다룬 연구는 없었다. 지금까지 建準에 대한 연구는 좌우의 통합과 대립이라는 시각에서 주로 이루어졌다. 그러나 建準은 좌우통합을 기반으로 출발하였다기보다는, 조선건국동맹의 운동 노선과 민족대회 소집의 노선이 결합하였고, 이를 각각 대표하는 여운형ㆍ안재홍을 구심점으로 출발하였다. 建準이 해체되는 중요한 요인에는 재건파 조선공산당의 영향도 작용하였지만, 建準을 출발시킨 여운형ㆍ안재홍 세력이 구심력을 형성하지 못한 데에 主因이 있었다. 이 논문은 建準을 좌우의 통합과 대립이라는 측면보다는, 建準의 두 원류를 이루었던 조선건국동맹의 활동과 민족대회소집 운동, 이 양자를 각각 주도하였던 여운형과 안재홍이 구상하였던 건국 구도의 일치점과 차이점을 밝히는 데에 주안점이 있다. 이들의 일치점이 建準 출발의 動因이었으며, 차이점이 建準 해체의 主因이었음을 강조하려 하였다. 이 연구는 여운형ㆍ안재홍 두 사람이 구상한 건국 구도의 일치점과 차이점을 드러내어 建準의 의의와 한계를 짚는 데 목적이 있으므로, 서술의 범위를 다음과 같이 설정하였다. 조선인민공화국은 建準과는 성격을 달리 하는 조직체로서 建準의 궤도에서 이탈하였으므로, 조선인민공화국의 건국 구도는 서술 범위에서 제외하였다. 또 다루려는 주제가 ‘건국 구도’라는 이론상의 범주이므로, 建準의 중앙만을 분석 대상으로 삼았으며 지방 建準의 활동은 제외하였다.

Scholars have shed light on the Committee for Preparation of Korean Independence(CPKI) from various perspectives because it was the first political organization formed by Korean after the 815 liberation in 1945. The meaning of the CPKI and its central organization have been sufficiently clarified surrounding the politics during the period of Korean liberation. Scholars have even further advanced to elaborate the political thoughts of the CPKI. Little attention has, however, been paid to how the CPKI designed a nation-state to be built. The aim of this paper is to address the organization of nation-building done by the CPKI. The research done so far bears two problems. The first one is that the CPKI has been considered as the extension of the Alliance for Korean Independence. Before the collapse of Japanese colonialism, there were two movements to prepare for the liberation in Korea. The first movement was well known for the secret operation by the Alliance for Korean Independence. The second tangible activity to call a national representative meeting ended in poor attention. The CPKI was prepared enough to take off on the very day of 8.15, combining these two movements. The second problem is that the CPKI has been approached from the perspectives of confrontation and integration between the right and the left. Such perspectives can be an obstacle to recognize the nation-building organization of the CPKI. The CPKI pivoted on Lyuh woon-hyung and An Jae-hong. That is, the CPKI could work on the agreement of the two men on how to put a new nation-state onto the program. The decomposition of the CPKI was also responsible for the dispute of the two men on the program of nation-building. This paper focuses on things in common and different of the two men on the program to put the nation-state onto. This paper covers the following. The description of the People's Republic of Korea is excluded since it was a different political form from the CPKI in characteristics. This paper deals only with the central leadership of the CPKI on the theoretical approach to how to design the nation to be built.
