갈등 체크리스트 작성을 위한 탐색적 연구 -공공갈등의 예방과 진단을 중심으로-

Abstract

본 연구는 공공갈등의 체크리스트를 구축하기 위한 것으로, 이는 공공갈등의 진단과 예방을 위한 목적으로 사용될 수 있다. 체크리스트의 개발 과정은 우선 문헌 검토를 통하여 요인 선별을 하고, 다음으로 이를 검토 및 보완하기 위하여 서울시와 국무조정실이 기존에 활용하고 있는 체크리스트, 그리고 다수의 갈등 조정에 대한 전문가의 경험을 반영하여 보완하였다. 그 결과 핵심 및 주변 이해 관계자 요인 15문항, 갈등 이슈 요인 7문항, 환경 요인 6문항을 구성하였다. 그러나 체크리스트는 실제 사례에 적용하는 것이 중요하므로 현실에 대한 활용가능성 검증이 필요하다. 이러한 측면에서 본 연구는 서울시의 남부도로사업소 신축ㆍ이전 갈등 사례를 예시로 활용하여 체크리스트에 적용하여 보았다. 체크리스트를 통해 사례에 해당하는 세 지역의 갈등 정도에 대해 확인하여 볼 수 있었으나, 동시에 체크리스트의 불완전함 역시 확인할 수 있었다. 본 연구는 공공갈등의 진단과 예방에 기여할 수 있는 체크리스트를 개발하기 위한 탐색적인 연구라 할 수 있다. 그러므로 추후 본 연구에서 다루지 않은 갈등 요인에 대하여 추가적으로 고찰하여 체크리스트를 개선ㆍ보완하고, 다양한 사례에 적용하여 체크리스트의 실용성과 효용성을 지속적으로 개선할 필요가 있다.

This research is to establish a checklist of public conflict what can be used for the purpose of diagnosis and prevention of public conflict. The checklist for public conflict developed in the following order: first, the factors selected through a literature review and priority; second, review and the check checklists of Seoul Metropolitan Government Office and Government Policy Coordination to complement and utilize the existing list and to reflect the experience of experts in a number of conflict adjustment. The checklist derived research results contains key and around stakeholders factor 15 items, conflict issues factor 7 items, Environmental Factors 6 items. The checklist is important to apply to the actual case, so it is necessary feasibility verification of reality. In this respect, this study looked applied to leverage South Road office in Seoul as illustrative examples of conflict stretching checklist. The case could be seen through the checklist, check for the three regions corresponding to the degree of conflict and at the same time imperfections in the checklist could be confirmed as well. This study is exploratory research to develop a checklist that can contribute to the diagnosis and prevention of public conflict. Therefore, there is a need to improve the checklist investigated by additional conflict factors not addressed in this study, and applied to a variety of cases the practicality and utility of the checklist there is a need to continue to improve.
