사회간접자본시설 공공갈등 유형화에 대한 탐색적 연구

Abstract

이 글은 거버넌스 네트워크 측면에서 사회간접자본시설 갈등 유형화를 시도하는 탐색적 연구이다. 이를 위해 본 연구는 시설입지과정에서 갈등원인이 되는 다양한 가치 배분과 네트워크 갈등관계 조정정도에 따라 4개의 유형을 제시하고, 퍼지셋 이상향 분석을 통하여 51개 사례를 각 유형별로 구분하였다. 나아가 시설유형, 시설성격, 정치적 영향력, 갈등중재자, 재화종류, 민간참여 등 변수를 적용하여 분석된 유형에 속한 SOC시설들이 어떠한 특성을 갖는지 살펴보았다. 분석결과, 가치배분이 덜 복잡하고 비교적 갈등조정이 용이한 유형에 속할 가능성이 높은 시설은 행정시설, 교육문화시설 등 주로 핌피적 성격을 가진 공공재들로서, 공약 등 정치적 영향력이 상당하고, 이에 따라 중재자의 개입이 높은 경우가 많았다. 반면 가치배분이 복잡하고 네트워크 조정이 어려운 유형은 주로 에너지시설, 생활환경시설 등 정치적 영향력이 적은 님비적 성격을 가진 시설들로, 상대적으로 중재자의 개입이 적은 것으로 나타났다. 요금재의 특성을 가지는 교통시설은 모든 유형에 걸쳐 나타남으로써 일률적으로 특정 유형에 포섭하기 어려움을 알 수 있었다. 마지막으로 유형분류 결과를 바탕으로 유형별 사회간접자본 갈등 조정 및 관리의 가능성과 그 유용성에 대하여 논의를 진행하였다.

This study aims to suggest theoretical classification of conflicts in Social Overhead Capital and to explore whether the proposed typology might be useful. Combining two theoretical dimensions which consist both of the complexity of value conflicts and the network management, this study proposed four types of SOC conflicts. In order to explore the potential of this typology, the study applied fuzzy-set ideal type analysis using 51 SOC conflict cases in Korea during the past two decades. Various data with respect to 51 SOC conflict cases were collected from multiple sources such as academic articles, newspapers and government reports. The results seemed to confirm the potential of the typology. First, public administrative, educational and cultural facilities are grouped as the same type I of which features are 1) relatively less conflict value conflicts among stakeholders and 2) relatively easy to coordinate the conflict relations. On the other hand, energy facilities including nuclear facilities and waste disposal sites are grouped together as the same type IV which is difficult to coordinate the conflicts under complicated conflicts among diverse stakeholders. Finally, the facilities which are likely to belong to the type II or III are largely consists of transportation construction. As a policy implication, this study suggested that governance network approach is useful to improve understanding of SOC conflicts pattern, and government should try to play a differentiated role according to the unique characteristics of SOC facilities.
