남북 언어 통합 연구에 대한 비판적 검토

Abstract

이 연구는 남북 언어 통합을 주제로 진행된 연구를 검토하고, 이를 기반으로남북 언어 통합을 위해 필요한 연구와 정책, 태도 등을 제안하는 것을 목적으로하였다. 통일에 대한 기대감 상승에 따라 언어적 측면에서의 남북 통합이요구되는 데 따른 것이다. 통합을 위한 언어 연구 중 표준어는 통일 시기에 복수 표준어나 공통어를두고 통일 이후 단일화로 나아가는 방향과, 통합의 비용을 감안하여 남과북의 것 중 한 쪽으로 표준을 정해야 한다는 두 견해로 정리되었으며 어문규범은 <겨레말큰사전>의 공동 편찬 과정에서 논의되고 일정 부분 합의되고있음을 보았다. 또한 남북 학술 교류의 경우 정보처리 분야에서 시작되어정부 기구 간의 교류로 학술회의가 확대되었으나 실질적인 남북 공동 연구에까지 이르지는 못하였음을 알 수 있었다. 교육 연구에서는 북한이탈주민 대상의교재 개발 연구가 활발하였으며, 남한 내의 북한어 교육은 국어 교과와 관련된논의가 다수를 이루고 있으나 언어 문제를 넘어 통일 교육과의 연계가 필요함도알 수 있었다. 남북 언어 통합을 위해서는 공동 순화, 언어 정보 처리 등의 연구 과제를개발하고 남북이 공동 연구를 수행할 것을 제안하였다. 언어 통합 연구를주관할 기구로는 가칭 남북언어통합위원회 정도를 제안하고, 이 기구에 각각의공동 과제를 전담할 하위 분과를 두어 지속적인 공동 연구를 해야 한다고보았다. 또한 남북 주민 간의 소통을 위해 언어 자료를 축적함과 동시에 서로의언어에 대한 이해를 바탕으로 한 언어태도 교육이 먼저 남한 사회에서 시도되어야 한다고 보았다.

This study aims to examine previous research on the linguistic unification of the two Koreas, and to propose measures such as further research, policies and even attitudes that are necessary for the linguistic unification of the two Koreas. This study is in due course since linguistic unification has become necessary due to the growing expectations for unification. The method of linguistic unification has been largely divided into two. Also in the case of academic interactions between the two Koreas, while it began in the field of information processing, many academic conferences have been held due to the increased interactions between government organizations, although we still have yet to see substantial collaborative research between the two Koreas. In the field of educational research, educational materials for North Korean defectors have been actively developed.
