언어시험의 사회정치적 역할 연구: 한국이민귀화적격시험(KINAT)에 관한 대중매체 자료를 기반으로

Abstract

최근 국내에 유입하는 이민자들이 급속도로 증가하면서 국가는 잠재적인 시민을 선별하고자 이들에게 언어시험을 요구하고 있다. 그럼에도 불구하고 다문화․다 언어 분야에서 제2언어 평가나 특정목적을 위한 한국어 평가에 관한 연구물은 많이 축적되지 않은 편이다. 본 연구의 목적은 국내에서 시행되는 귀화시험이 이주자의 한국어 능숙도, 사회 적응능력, 혹은 사회문화적 지식을 평가하기 위한 중립적인 도구로 사용되고 있는지, 아니면 사회정치적 문지기의 역할이 더 강조되고 있는지 탐색하는 것이다. 이를 위해 관련 대중매체, 정책 문서자료 등을 기반으로 이민귀화적격시험(KINAT)의 목적, 내용과 과정을 분석하고, 시험 수행에 대한 수험자들의 태도를 살펴보았다. 그 결과 귀화시험은 한국 공동체에 참여하기 위해 요구되는 언어적, 사회문화적 지식을 평가하기 보다는 사회통합과 안녕이라는 미명 하에 적격한 이민자를 선별해 내기 위한 목적으로 사용되고 있음을 확인할 수 있었다. 본 연구 결과를 토대로 향후 귀화시험의 운용과 개발에 대한 시사점을 제시하였다.

Although Korea has had language requirements for migrants in order to select the potential citizens among newcomers, little research has taken place in the area of multilingualism & multiculturalism, second language testing, or Korean language for specific purposes. The main question addressed in this article is to explore whether language testing for citizenship is used as a neutral tool or as a device of social policy. On the basis of textual analysis of relevant newspaper articles and policy-implementing documents, we explored the purpose, content and procedures of KINAT(Korea Immigration and Naturalization Aptitude Test), and citizenship applicants' attitudes toward the testing practices as well. It is shown that such a test does not assess linguistic and sociocultural knowledge required for full participation of the applicants to Korean communities. Rather, it plays as a social and political mechanism for distinguishing the eligibles from the ineligibles in the name of social cohesion and security, which would allow for the classification of social groups.
