환경분쟁 조정제도의 경제적 효과 분석: 수도권을 중심으로

Abstract

환경분쟁 조정제도는 환경 관련 다양한 이해관계를 조정하고, 환경분쟁을 통하여 소송이나 기타의 비용을 수반하지 않음으로써 비용을 절감하려는 노력의 일환이다. 본 연구에서는 수도권을 중심으로 환경 분쟁의 제도로 인한 사회적 편익을 추정하기 위하여 CVM 방식을 통해경제적 효과를 분석하였다. 수도권을 대상으로 한 조사한 결과 환경분쟁 조정제도에 대한 가구당 월 WTP는 약 2,577원이었으며 연간 총 258,709백만원의 경제적 효과가 나타나는 것으로 분석되었다. 환경분쟁 조정제도는 경제적 효과기 있음에도 불구하고 제도 홍보가 부족하다. 그럼으로 제도의사회･경제적 가치에 대한 국민 홍보를 강화하고, 합리적인 환경분쟁 조정이 가능하다는 인식을제고하여 제도를 활성화해야 한다. 또한 분쟁 조정과정에서 피해자 및 관련 이해 관계자에 대한정보 공개와 참여 보장 등을 통해 주민들의 참여를 확대하고 보장할 필요가 있다.

Environmental dispute resolution is a positive measure for the reduction oflawsuits and other economic costs. In this study, we estimate the social benefits ofenvironmental dispute resolution by using CVM for the Seoul metropolitan area. The studyfound that the WTP per household is 2,577 won and total economic benefits are 258.7 billionwon per year. Even though the social benefits of environmental dispute resolution are high,lack of public communication and promotion are a barrier to awareness. Therefore,information resources need to be enhanced to increase public awareness of environmentaldispute resolution. At the same time, during the environmental dispute process, activeparticipation by various stakeholders such as citizens and NGOs can help guaranteed apositive solution to the dispute.
