장애인활동지원 바우처 이용자의 선택권이 서비스 질에 미치는 영향

Abstract

본 연구는 장애인활동지원 바우처를 이용하는 장애인의 선택권이 서비스 질에 미치는 영향을 실증적으로 검토하고, 바우처 서비스의 질적 제고를 위한 정책적 방안을 모색하고자 하였다. 이를 위해 본 연구는 장애인종합복지관, 자립생활지원센터 및 장애인단체 등을 통해 바우처를 이용하는 대상자 155명을 대상으로 설문조사를 중심으로 기술분석, 변량분석, 위계적회귀분석을 실시하였다. 분석결과 장애인활동지원 바우처 이용자의 선택권의 세 가지 하위요인인 서비스의 각 차원별 선택수준(제공기관, 활동보조인, 제공시간대, 제공내용)과 서비스 제공계획 참여, 역선택 모두 서비스 질에 영향을 미치는 것으로 나타나 이용자의 선택권이 서비스 질을 결정하는 중요한 요인임을 재확인하였다. 이러한 결과를 바탕으로 바우처 제도의 서비스 질을 높이기 위해서는 이용자의 실질적인 선택권이 보장되어야 하며, 이를 위한 정책적 실천적 함의를 제시하였다.

The purpose of this study was to examine the effects of the user’s choice of the voucher system for personal assistance service for the people with disabilities on the quality of services they received. For this, this study conducted survey for the 155 people with disabilities in seven institutions that provided personal assistance services(PAS) by using voucher system. To looking at the relationship between user’s choice and service quality provided, multiple regression analysis was conducted. The results showed that three aspects of user’s choice including the level of choice, involvement in service planning, and adverse selection played an important role in explaining the quality of personal assistance service. That is, the user’s right to choice was an important factor to determine service quality and it is suggested that in order to improve service quality in the voucher system, the choice of users should be guaranteed.
