프로그램 논리모형을 활용한 경력단절여성 재취업지원 프로그램 효과성 분석 - 서울시 S센터 사례를 중심으로 -

Abstract

이 연구는 프로그램 논리모형을 활용하여 경력단절여성의 재취업지원 프로그램의 효과성을 분석하려는 시도이다. 프로그램 논리모형을 적용하여 기존의 결과 중심의 재취업지원 프로그램 평가에서 보지 못한 프로그램집행과 결과, 결과 사이의 연계성을 탐색함으로써 프로그램의 효과를 검증하고자 하였다. 일차적으로 선행연구 및 평가 문헌 검토를 통해 재취업지원 프로그램의 효과검증을 위한 틀을 구안하였고,논리모형에 기초하여 프로그램 집행과 결과 단계를 분석하였다. 이차적으로는 결과 단계 간의 연결고리를 확인하기 위하여 프로그램 참여자를 대상으로 한 심층 면담 결과를 토대로 효과를 분석하였다. 연구 결과, 참여자는 경력단절여성 재취업지원 프로그램을 통해 취업준비역량 및 구직 효능감을 증대시킬수 있었고 그 결과가 취업률 향상이라는 고용효과로 나타났다. 최초결과 이후 참여자들이 보이는 인식과 태도,행동의 변화는 고용유지 효과에 영향을 미치고 있음을 알 수 있었다.

This study analysed the effect and evaluation of the Re-Employment program for Career-Interrupted women utilizing a logic model. This program is managed by “Women's Seail Center” which is a representative supporting business of a government in order to encourage career-interrupted women to participate in economic activities. First of all, we point out each program's strategic features based on the written sources. Then, we verify the effects of the Re-Employment program analyzing in-depth interviewing with the participants of the program. Consequently, the first outcome is that the participants are able to learn knowledge and skills regarding getting a job. Therefore, they can be equipped with job search efficacy such as a sense of self-confidence. Also, there are changes in perception and performance of the participants themselves. The middle result is that the participants succeed in finding a job or establishing their business overcoming the obstacles, supporting the efficiency of the program. Lastly, the final consequence is that this program contribute to female labor market participation. In order to enhance the effects of the program, we need to plan more stabilized and sophisticated vocational training policy and program raising a possibility of employment. Furthermore, we should be able to offer the chance of strengthening abilities.
