산업단지 쇠퇴요인에 대한 실증연구 - 전국 일반산업단지를 대상으로 -

Abstract

지난 50여 년 동안 산업단지는 한국경제의 성장을 주도하고 지역경제기반을 구축하는 핵심적인역할을 해온 도시인프라이다. 그러나 최근 여러도시에서 기 조성된 산업단지의 노후화와 더불어생산성의 감소와 같은 산업단지 쇠퇴의 문제점이곳곳에서 발생하고 있다. 더욱이 이러한 현상은향후 더욱 가속화할 것으로 예측되고 있어 쇠퇴한산업단지를 재생하여 경쟁력을 회복하는 것이 주요한 도시적 그리고 국가적 아젠다(Agenda)로 제기되고 있다. 그럼에도 불구하고 산업단지의 쇠퇴에 대한 학계의 연구는 미진한 편에 속한다. 대부분의 기존연구는 특정 산업단지 사례를 분석하는데 초점을맞추고 있어 보다 보편적인 관점에서 산업단지 쇠퇴의 원인을 이해하고 정책방향을 강구하는데 한계가 있다. 본 연구는 산업단지 쇠퇴와 관련된 기존 연구의 이러한 한계점을 보완하기 위한 시도라할 수 있다. 구체적으로 본 연구는 산업단지의 쇠퇴를 평가할 수 있는 지표를 보다 합리적으로 구축하고, 산업단지 쇠퇴요인을 단지 여건과 도시적여건을 모두 고려하여 어떠한 인자가 더욱 주요한영향을 미치는지에 대하여 파악 하고자 하였다. 이를 위해 이어지는 Ⅱ장에서는 산업단지 쇠퇴에 관한 선행연구를 검토하고 기존 연구의 문제점및 본 연구의 차별성에 대해 논한다. Ⅲ장에서는산업쇠퇴의 요인을 실증분석하기 위한 모형을 설정하고 추정결과를 분석한다. 마지막으로 Ⅳ장에서는 분석결과가 주는 시사점에 대해 살펴본다.

The main purpose of the study is to empirically investigate the factors affecting the declineof industrial parks developed by Local Government. For this purpose a new index, so calledMDI(Multiple Decline Index), is constructed in order to measure the decline of the industrialparks. A multiple regression analysis is attempted, based on the index, to derive the factorsinfluencing on the decline of industrial parks. The major findings can be summarized as follows. First, it turns out that the decline of anindustrial park has been influenced by the internal conditions of the industrial park itself aswell as the external circumstances of the surrounding city. Second, the total area of industrialpark was identified as the only variable which is statistically significant among various variablesrepresenting the internal conditions of the industrial park itself. Third, three variables relatedto the external circumstances of the surrounding city turn out to be statistically significantsuch as a number of manufacturing company, new dwelling ratio, dilapidated dwelling ratio. These findings strongly suggest that the regeneration policy toward the declined industrialpark should consider changing conditions not only of industrial park but also of thesurrounding city.
