Abstract
본 논문에서는 대출재원 형성과정에서 공공부문이 일정한 역할을 담당한 미소금융대출과 햇살론을 정책 서민금융상품으로 정의하고, 두 상품이 도입 및 확대되는 과정에서 정책당국이 취한 각종 조치에 대한 비판적 고찰을 통하여 향후 정책방향에 대한 시사점 도출을 시도한다. 정책 서민금융상품의 도입과 운용 과정에서 정책당국이 지나치게 전면에 나서 주도적 역할을 수행한 결과 제도의 획일화, 정치적 압력으로 인한 제도 왜곡, 실적위주의 제도 운영, 성과평가의 부재 등 여러 가지 문제점이 노정되었던 것으로 파악된다. 따라서 시장기능의 회복을 지원하고 장기적 지속가능성을 확보하기 위해서는 향후 제도의 운영에서 정부의 역할을 첨차 축소시키면서 민간 부문의 역할을 증대시킬 필요가 있음을 주장하였다.
Since the global finance crisis in 2008, the Korean Government has been actively involved in credit provision to low income class with poor credit history. Two financial products. Smile Microcredit Loan (SML) and Sunshine Loan, were important in terms of their trading volume and significance in economic activities of those who were successful in securing credit through them. SML is small non-collateralized loan mainly targeting for borrowers with very low credit grades who intend to establish microenterprise or refurbish the existing business facilities. Sunshine Loan is also targeting for low income people with poor crdit history and provided by non-bank deposit taking institutions such as credit cooperative, and savings banks, and the government supports the credit provision by providing capital to the loan guarantee program. The paper tries to describe the development of important decision makings by policy makers on the two policy loan products and evaluate the benefits and costs of the policy. We argue that the role of private sector should be further promoted in facilitating access to credit by low income class with poor credit records.
