정보통신부문에서의 국가간 상호인정협정(MRA)의 경제적 효과에 대한 실증적 분석: 한-미간 협정사례를 중심으로

Abstract

본 연구는 우리나라가 현재까지 5개 국가와 MRA 협정을 체결하였으며, 이들 국가 중 한-미간 MRA만이 실질적으로 의미가 있을 것으로 판단되어 이 협정을 집중적으로 분석하였다. 거시적 자료를 활용한 기존의 연구와는 다르게, 시험 및 인증 비용, 건수, 단축된 기간 등 미시적 자료에 초점을 맞추어 조사하였다. 그 결과, 한미 MRA 1, 2단계 모두 이의 경제적 효과가 기존의 연구에서 제시되었던 결과 값보다 상당히 적게 나타났다. 그 이유는 MRA 체결에 따라 절감되는 시험 및 인증 비용의 규모가 제한적이며, 단축되는 기간도 짧아서, 제품가격의 하락으로 이어지지 않았기 때문이다. 그러나 MRA로 인한 부정적 효과도 발생하지 않아 규모는 크지 않지만 양국 모두에게 긍정적 효과만이 발생하는 상호 호혜적 협정이라고 결론내릴 수 있었다. 또한, 시험･인증 환경의 변화로 우리나라가 향후 어느 국가와 MRA를 체결하더라도 이의 경제적 효과는 과거와는 다르게 미약할 것으로 판단되나, 일부 국가(중국 등 행정적-사후적 시스템 유지 국가)의 경우에는 상당한 효과도 거둘 수도 있다. 본 연구에서 제시된 결과 값이 암묵적 경제적 효과를 포함하지 못하여 실질적 효과보다 적게 평가되었을 수 있다.

This paper aims to analyze the effect of MRA in the area of telecommunication equipment through Korea-US case analysis. Unlike previous studies which was based on macro-data, this study utilized micro data such as cost, number and time savings from MRA between two countries. As a result, the scale of economic effects compared to the scale mentioned in existing studies showed much less because reduced costs, number and time for test and certification from MRA did not lead to price cuts of export products. But since negative effect does not occur, this MRA can be described as a mutually beneficial agreement although the scale of positive economic effect is much less than what it was expected. Due to changes in the testing environment in the area of telecommunication equipment, the effect of MRA will be small regardless of partner country except several countries which maintain ex ante-administration confirmation assessment system. Also, the results of this study could be much less than the real effect of Korea-US MRA because it could not include tacit effects of MRA.
