공공기관 근로자의 성희롱 인식 수준과 예방적 개입의 중요성

Abstract

본 연구는 공공기관 종사자를 대상으로 성희롱 개념과 심각성에 대한 인식 수준을 살펴보고, 영향을 미치는 요인을 분석하여, 보다 실천적이고 효율적인 성희롱 대응 방안을 모색하는 것을 목적으로 한다. 분석 결과는 다음과 같다. 첫째, 성희롱 개념에 대한 공공기관 종사자의 인식 수준은 대체로 높은 편이나, 유의미한 성별 격차가 부각되고 있다. 또한 성희롱 예방교육에 참여한 근로자의 인식 수준이 상대적으로 높게 나타나, 교육의 긍정적 효과가 확인되고 있다. 둘째, 성희롱의 심각성에 대한 인식 수준은 그리 높지 않으며, 낮은 직책과 저 연령, 비정규직과 여성이 느끼는 심각성이 더 높은 것으로 나타났다. 한편 예방교육에 참여한 근로자가 성희롱을 더 심각하다고 인지하는 것으로 나타나, 성희롱 예방교육이 잠재적인 가해/피해의 가능성을 낮추는 데 도움이 된다는 사실을 알 수 있다. 셋째, 성희롱 개념에 대한 인식 수준이 높을수록 심각성에 대한 인식 수준도 높아지는 것으로 나타나며, 여성, 고학력, 교육기관 종사자, 예방교육에 참여한 근로자, 성희롱 사건처리에 관한 기관의 규정이나 처리 절차에 대한 신뢰수준이 낮을수록 성희롱을 심각하게 인식하는 경향을 보이고 있다. 보다 효율적이고 실천적인 성희롱 대응 방안을 위해 성희롱 예방교육의 체계적인 실행과 실효성 있는 관련 고충처리기구의 정립이 중요하다는 사실을 시사하는 결과이다.

The purpose of this study is to analyze variables to impact workers’ conceptualizations and perceptions of sexual harrassment and to pursue an effective counterplans to sexual harrassment at workplace. The results of analysis are as follows. First, workers have a high level of awareness about the concept of sexual harrassment in general, even though there is a significant gender gap. Particularly, there are positive effects of preventive education because workers who attended education programs show higher level of awareness about sexual harrassment. Secondly, workers have low levels of perception on seriousness of sexual harrassment. However, female workers, youngers, and those who have lower job status show higher levels of awareness about its problem. Workers who have experienced an education program are better aware of seriousness of sexual harrassment than ones who have never taken it. In third, the higher workers are aware of sexual harrassment, the more they perceive its seriousness. In particular, female, well-educated, workers in educational institutions, those who experienced preventive education programs, or who have lower level of trust on their institutional regulation and procedure related to sexual harrassment show higher level of perception. The implications of these results emphasize that proper policy, systematic education and training program, and enforcement in work places are very important practically and effectively to prevent sexual harrassment.
