독일의 사회적 시장경제와 주택체제: 금융자본주의 시대의 독일 주택 정책과 제도

Abstract

미국 서브프라임 시장의 붕괴로 시작된 2008~2009년 세계경제위기를 계기로 자유주택금융에 의존한 성장 모델에 대한 비판적 성찰과 더불어, 독일의 사회적 시장경제 모델에 대한 재평가가 활발히 이뤄지고 있다. 독일경제에 대한 최근 연구들은 주로 제조업 분야와 생산․고용체제에 관심을 두고 있는 데 비해, 지구적 주택금융시장에 편입되지 않고 시장경제와 사회적 가치를 결합시켜 온 독일 주택체제에 대한 관심은 미흡하다. 독일의 주택제도는자본이 지배하는 영리부문과 국가가 통제하는 잔여적 공공부문으로 양분되지 않고, 자가․민간임대․공공임대의 전 영역에서 시장경제와 사회적 규제를 온건하게 결합시키는 민간-사회 혼합 체제를 발전시켜왔다. 이 체제는 1960 ~70년대에 그 골격이 정립되었는데, 기민당과 사민당은 각각 시장경제와 사회적 경제 중 어느 한 측면에 강조점을 두었지만 다른 측면을 배제하지 않았다. 1980년대 이후 30여 년 동안 독일 주택정책은 자유화․시장화를 계속해왔지만, 이전 시기의 혼합체제의 제도적 핵심을 훼손하지 않고 지속시켰다. 한국은 독일과 가장 유사한 주택점유구조를 가진 나라면서도, 자가 소유에 따른 자산․신용 이득이 과도하고 임대 부문에 대한 보호가 열악하다는 점에서 독일과 대조된다. 이러한 문제의 개선을 위해 독일 사례는 중요한 참조대상이 될 것이다.

The global financial crisis in 2008 through 2009 aroused critical reflections about a growth model based on free housing finance and mortgage debt, and led to a reappraisal of the German social market economy. While recent literature on German economy has concentrated on the production and employment regimes, there has been little interest in the importance of the German housing system for accounting for German exceptionalism. Germany neither fully participated in the speculative activities of the global financial capital, nor introduced the highly lucrative but high-risk growth model based on housing investments. Instead, the German housing system developed a unique private-social mixture which combined market economy and social regulation in both the owner-occupied sector and the rental sector. Such institutional system has been established in the 1960s and the 1970s, when the Christian Democratic Party and the Social Democratic Party pursued respectively liberalization and regulation without excluding the opposite side.Since the 1980s German housing policies continued liberalization, but the institutional cores of the prior period have not been violated.
