역대 정부조직개편 재고: 합목적성과 정치적 상징

Abstract

우리나라는 정부수립 이후 60여 년 동안 많은 정부조직개편을 해 왔다. 박정희 정권 시기까지는 특정 권력기관을 제외하고는 독립된 정부를 만들고 경제성장과 이를 주도하는 정부의 합리적 관리를 위한 조직개편이 주를 이루었다. 그러나 전두환 정권부터 ‘작은 정부’를 내세운 정치적 목적의 정부조직개편이 시작되었다. 조직개편이 본격적으로 정치적 관례로 자리잡은 것은 문민정부 부터였다. 명목상 조직개편의 목적은 작은 정부, 변화된 세계 환경 적응, 국민의 수요에 부응, 국민 안전 등이었으나 실질적으로 정부가 축소되거나 새로운 부처가 목적에 합당한 경우가 많지 않았다. 실제로는 공약사항을 상징적으로 보여주기 위해, 어떤 사건에 대한 정치적 책임을 회피하기 위해, 이익집단이나 주요한 선거구를 위해, 정부 관료들을 통제하기 위해 조직개편이 사용된 경우가 많다. 이 연구에서는 정부조직개편의 이론과 조직도구, 정치적 상징 세가지를 사용하여 각 정부의 조직개편의 진정한 목적은 무엇인가를 분석했다.

Whenever new president is elected the government reorganization has been most common and important activity since end of military regime in Korea. However most Korean scholars criticise the reorganization has been just ritual activity and ineffective. In other countries comprehensive administrative reorganization has been rarely accepted positively by scholars. We examine the history of effort at government reorganization in this article. Three theoretical approaches, four categories of government tools, and literature review are used as analytical framework. The most government reorganization efforts turn out to be political rhetoric and rhetoric after military regime.
