시설퇴소청소년의 자립지원정책 분석

Abstract

본 연구의 목적은 시설퇴소청소년을 위한 자립지원정책의 특성과 문제점을 분석하고, 이를 토대로 향후 정책의 개선방안을 모색하는 것이다. 길버트와 테렐이 제시한 사회복지정책 산출분석틀을 활용하여 정책대상, 급여, 전달체계, 재원의 네 측면을 중심으로 자립지원정책을 자립준비프로그램, 자립지원시설, 자립지원금으로 구분하여 분석하였다. 분석결과, 정책대상 측면에서는 자립지원시설 간 상호 연계가 어려운 구조, 자립지원금 대상에서 중장기쉼터 퇴소청소년의 배제, 시설의 낮은 활용도 등의 문제가 있었고, 급여 측면에서는 표준화프로그램의 유무 및 구성, 자립지원시설 서비스의 차별화, 자립지원금의 규모 및 지급시기 등의 문제가 확인되었다. 또한, 전달체계 측면에서는 지역에 따른 균등한 정책전달의 어려움이 있을 뿐만 아니라 인력의 전문성 강화 및 확대 계획이 제대로 마련되어 있지 않았으며, 재원 측면에서는 전체예산 규모와 세부예산의 구성 비율에 문제가 없는지를 재검토할 필요가 있는 것으로 분석되었다. 이러한 결과에 기초하여 협력적 거버넌스 구축, 수요자 중심의 표준화프로그램 개발․실행 및 자료의 데이터베이스화, 자립지원시설의 핵심가치 재설정, 자립지원전담기구의 설치․운영 의무화, 그리고 재원조달 방안의 입법화 및 의무비율 할당제 등을 개선방안으로 제안하였다.

This study aims to analyzing the support policy for youth independence discharged from welfare system and suggesting several improvement. Hence, Gilbert and Terrell’s analytical framework is used in terms of allocation, benefits, service delivery system, and finance. The support policy was classified with supporting program, facilities and support fund. As a result of analysis, First, on the allocation of the policy, the problem of connection between facilities has surfaced as a result. Also, the youths who are ordered to leave shelter are excluded from supporting benefits and low facility utilization resulted as problems. Second, in the benefits dimension, we found problems that existence and composition of the standardized program, differentiation of service, scale and time of payment. Third, there are problems with delivery service equality and strategy about management of human resources. Finally, on the aspects of finances, it is necessary to reexamine in the scale of the entire budget and the ratios of the detailed budgets. Based on this, this study suggested building up cooperative governance, developing and operating consumer-oriented standardized programs and database, resetting the core values of facilities supporting independence, establishing institution making it obligatory, and legalizing the procurement of finances or devising a mandatory quota system.
