Abstract
본 연구는 표준정책 네트워크 구조 및 상호작용, 이들이 가진 자원역량을 규명함으로써 표준화 거버넌스의 미래방향을 모색하고자 초점집단면접(Focus Group Interview)을 수행하였다. 면담결과를 정리하면 첫째, 중앙표준부처의 위상과 성격과 관련하여 표준정책 주도권은 정부가 가지고 있었고, 범부처 표준운영을 위해 control tower를 처 또는 청의 성격을 가진 구축할 필요성이 있다. 둘째, 행정부처의 역할에 대하여 범부처 표준운영체계로의 전환을 기술기준과 표준의 일치측면에서 긍정적으로 인식하였지만 위탁과정이 성급하였고, 표준역량의 발전가능성이 높은 부처도 많았다. 셋째, 민간표준협회의 권한과 위상요인에서 KSA와 TTA는 반관반민 기관에서 민간기관으로서의 성격이 커졌으나, 정부의 영향력이 여전하였다. 넷째, 산업통상자원부 산하의 65개의 COSD기관이 있지만, 다수의 COSD는 규모가 작은 분야별 전문기관으로 표준화기관으로의 발전에 한계가 있었다. 다섯째, 현재 표준정책이 국가의 강제도 아니고 민간의 자발성도 아닌 혼란기로 파악한 것이 타당함을 보여주었다.
This study conducted Focus Group Interview to find a direction for the future of standardization governance by investigating structure, interaction, and resources capabilities of standard policy. First, according to the results of interview, the government had initiatives of standard policy in regards to the status and character of the Central Standardization Department, and it was necessary to establish a control tower with characters of department or board for standard operation of governmental department. Secondly, a changeover to the standard operating system of governmental department was perceived positively in terms of harmonization between technical regulation and standard but the consignment process was carried on rather hastily, and there were many government departments with high development possibility of standard competencies. Thirdly, characters of private institution grew from semi-independent government policy for KSA and TTA in authority and status factors of private standard association, but still remained influence of the government. Fourthly, there were 65 Ministry of Trade, Industry and Energy-affiliated COSD agencies, but there was a limit to the development of a number of COSD, the small specialized agencies by area, as a standardization agency. Fifthly, it was proper to understand that the current standard policy is in a period of disarray, not compulsion of the state or civilian spontaneity.
