공무원의 승진 영향요인과 승진공정성에 관한 연구

Abstract

정부관료제에서 승진은 공무원의 사기, 동기부여 등에 영향을 미치는 중요한 요인이다. 이에 본 연구는 정부관료제에서 승진에 영향을 미치는 요인을 탐색하고 이 요인들이 승진의 공정성에 어떠한 영향을 미치는지 밝혀 보고자 하였다. 더불어 이러한 인과관계에서 성별 조절효과 검증을 통하여 남녀 간의 인식차이를 검증하고자 하였다. 이를 위하여 본 연구는 국가 및 지방공무원을 대상으로 한 설문조사 데이터를 활용하여 실증적으로 분석하였다. 연구결과 우리나라 관료제에서 승진의 영향요인은 자격요인, 실적주의, 정실주의로 구성되었으며, 승진공정성에 미치는 영향을 분석한 결과 실적주의와 정실주의는 일관되게 영향을 미치는 요인으로 나타났다. 위계적 회귀분석을 통하여 남녀 성별 조절효과 검증결과 자격요인이 승진공정성에 미치는 영향이 성별에 의하여 조절되는 것으로 나타났다. 분석결과를 바탕으로 본 연구에서는 정부관료제에서 승진의 공정성을 확보하기 위한 정책적 함의를 제시하였다.

Promotion for public officials in public bureaucracy is a critical factor that affects the morale and motivation. This research aims to explore critical factors on promotion and examines their impacts on perceived promotion justice. Also, this research employs gender as a moderating variable and investigates its moderating effect. With 2016 Public Employee Perception Survey data, this article found that there were three major factors—social credentials, merit system and patronage system—on promotion. Merit and patronage system were statistically significant on promotion justice. On the moderating effect, the hierarchical regression analysis showed that gender moderated the relationship between social credentials and promotion justice. In details, female public officials perceived that social credentials had a negative impact on promotion justice while males officials did not. Based on the analytical results, this article offers ways to obtain promotion justice in public bureaucracy.
