서울시 보행 편의성 지수 측정과 정책과제

Abstract

이 연구는 선진 주요 도시가 채택하고 있는 보행 편의성 지수를 소개하고 그 한계점을 제시한 후 보다 개선된 지수개발을 통해 2010년 서울시 집계구 수준의 보행 편의성 지수를 측정하였다. 아울러 보행편의성 지수에 공간분석 기법을 적용하여 공간 분포 특성을 찾았다. 그 다음 보행 편의성 지수를 구성하는 토지이용 혼합 지수, 상점 용적률 지수, 가구밀도 지수, 연결성 지수 등 총 4개의 지수에 대한 가중치를 달리하여 보행 편의성 지수의 공간적 분포 특성을 Getis-Org G 기법으로 제시하고 그 결과를 비교하였다. 끝으로 주요 간선도로, 버스 정류장, 지하철 역 등 교통망을 중심으로 각 거리 구간별 지수 평균값을 비교하여 그 특성을 찾고자 하였다. 이 연구의 결과를 통해 서울시 보행 편의성의 체계성 강화, 토지이용 혼합과 상점 용적률 조정에 대한 정책 우선순위 설정, 지하철역과 버스정류장 주변의 보행 편의성 강화, 국지적 맥락을 고려한 보행 편의성 개선 등을 정책 대안으로 제안하였다. 끝으로 보행 편의성 지수의 한계를 지적하면서 향후 사회경제적 맥락을 적절하게 반영하는 지수가 필요하고 보행 편의성 개선 정책에 대한 비용-편익 접근에 의한 의사결정이 중요함을 강조하였다.

This study aims to apply Walkability Index(WI) concept to measure the spatial pattern of walkability in Seoul, Korea. The typical Index includes weighted connectivity index, entropy index, FAR index, and household density index. Also, this study attempts to change the weight on each sub-index in WI to trace the change of the Index over Seoul City. The tool for finding hot-spot of the Index, Getis-Ord G, was applied to find the hot-spot and cool-spot of the WI. Average value of WI within specific distance-interval near subway stations, bus-stops, and arterial roads was higher than that of the outside of the distance-interval. This paper suggests the public policy is necessary for stronger connection among WI over Seoul City, higher priority on higher land use mix and shopping FAR, greater walkability near subway stations and bus-stops, and improving WI considering local contexts.
