한반도 안보환경하에서 정전협정의 역할과 미래관리체제

Abstract

북한이 핵무장 기정사실화, 미사일 발사 등 군사도발 지속, 상투적인 대남 협박과 공갈 등 한반도 평화를 교란하는 상황에서 정전협정을 서둘러 평화협정으 로 대체하는 것은 옳지 않다. 새로운 평화협정이 제2의 정전협정으로 전락할 위험이 큰 까닭이다. 따라서 앞으로 과도기 동안에는 정전협정을 유지하는 가운데, 한･미동맹과 강력한 억지력에 기초하여 한반도 평화관리를 모색하는 전략을 강구함이 타당하다. 더불어 한반도 평화체제 구축은 평화협정과 같은 문건 채택에 매달리기보다는 평화레짐 구현의 관점에서 접근하고 추진하는 것이 바람직하다. 또한 정전협정을 집행･실시하는 유엔사는 항구적인 평화체제가 구축되기 전까지는 계속해서 존속시켜야 하며, 한반도 통일과정의 안정적 관리 차원에서 점차 유엔사의 역할을 강화할 필요가 있다. 다만 전작권이 한국군에 전환될 경우 유엔사와 한국군 간에 법적 유대가 약화되는 점을 감안하여 양자 간의 연결고리를 만들어야 할 것이다.

Under uncertain and troubled security environment surrounding the Korean peninsula,it is not reasonable to hurriedly replace the 1953 Korean Armistice Agreement with a new peace treaty. It is because an agreement without enough military confidence building and relief of tensions could not guarantee permanent peace. It is rather proper to pursue effective peace management in a transition period on the basis of Korea-U.S. alliance and it strong deterrent power with the maintenance of the present Armistice Agreement. And the United Nations Command in Korea(UNC), international agency executing the Armistice Agreement, should be preserved before the construction of permanent peace mechanism on the Korean Peninsula.
