지속가능발전교육의 국제적 추진 전략 특성 분석: 우수 국가 사례를 중심으로

Abstract

본 연구는 인류가 직면한 지속가능발전의 문제를 교육의 관점에서 해결하고자 하는 UN의 DESD사업이 한국에서 활발하게 추진되지 못하고 있는 현실에 대한 문제인식에서 출발하여 외국의 우수사례를 분석함으로써 한국 ESD 추진을 위한 시사점을 도출할 목적으로 수행되었다. UN이 제시한 7가지 실행 원칙을 우리 실정에 맞게 수정한 5가지 영역(비전 및 전략, 추진 조직 체계, 국가 교육정책과의 연계, 담당 교사 및 행정가 연수, 평가 및 연구·개발 등)을 중심으로 분석틀로 구안하여, 각 영역별로 1～2개 국가의 현황 및 특징을 분석하였다. 연구 결과, 우리나라는 ESD의 중요성에 대한 인식 부족, 전담 추진기구의 미비, 교육과정 접목 미흡, 교사 및 행정가에 대한 연수 부족, 연구·개발 수준 미흡 등의 문제를 안고 있는 것으로 밝혀졌다. ESD를 성공적으로 추진하고 있는 국가들에 대한 분석을 토대로, 중앙정부가 확고한 의지를 가지고 국가 차원의 비전과 전략을 제시해야 하며, 범국가차원의 전략기구 창설, 교육과정 연계, 교사 및 행정가 연수, 질적 평가 실시 등을 골자로 한 시사점을 제시했다.

United Nations designated 2005~2014 as the Decade of Education for Sustainable Development to monitor the implementation conditions across member states. Recognizing the problems associated with unsatisfactory implementation of ESD in Korea, this study seeks to analyse country cases whose strategies turned out to be successful. As an attempt to guide the comparative analysis more objectively, a framework was built focusing on five areas suggested by United Nations. They include vision and strategies, organization structure, connection with national education policies, education of teachers and administrators, research & development along with quality assurance. For each area, one or two countries were selected for detailed analysis of situations and characteristics. The study found that the vision and concept of ESD in Korea has not been clearly set at the national level, which in turn caused a problem of separation of ESD from education policy and curriculum. On the other hand, successful country cases showed that the central government proclaimed clear vision in a form of national policy document along with national level powerful organizations responsible for ESD policy coordination. Based on analyses, several implication were drawn for future improvement of ESD in Korea.
