복지의 양적 확대와 체계적 축소: 이명박 정부의 복지정책에 대한 평가

Abstract

본 연구의 목적은 피어슨의 복지국가 축소의 분석틀에 기초하여 이명박 정부의 복지정책을 평가하는데 있다. 이를 위해 정책 평가에 가장 일반적으로 활용되는 사회복지지출 수준과 구조를 중심으로변화 추이를 분석하였고, 주요 복지 프로그램의 구조와 내용이 어떻게 전환되었는지 파악하였으며,향후 복지가 축소될 개연성을 높이는 방향으로 정책 환경을 변화시키는 체계적 축소의 내용을 살펴보았다. 분석의 결과, 이명박 정부는 사회복지지출의 양적 ‘확대’와 프로그램의 ‘확대’와 ‘재편’, 그리고 체계적 ‘축소’가 동시에 진행되는 변화 전략을 추구해 온 것으로 평가할 수 있다. 이명박 정부는 체계적 복지 축소를 통해 복지국가 변화의 방향성을 미리 조건화함으로써 저출산, 고령화 그리고 소득과 노동시장의 양극화 등 산적한 신 구 사회적 위험에 적극적으로 대처할 수 있는 역량을 심각하게 위축시켰다. 이러한 제약은 향후 어떤 정부가 집권하더라도 상당한 정치적 부담으로작용할 것으로 전망된다.

The main purpose of this paper is to evaluate welfare efforts administered by the MB Administration. This paper borrowed Pierson’s(1994) retrenchment framework for the analysis, including size and structure of the social expenditure, the programmatic retrenchment, and the systemic retrenchment. According to the findings, there seems to be ① limited increase of social expenditure and ② quantitative expansion and qualitative restructuring of the welfare programs. Finally ③absolutely systematic retrenchment, policy changes that may increase the prospect for future cutbacks, such as weakening the government’s revenue base(defunding) and undermining the position of pro-welfare state interest groups was also existed. The MB Administration restricts the government’s capability to launch an all-out on attack old and new social risks by conditioning the future direction of welfare changes. Therefore, these constrains could be a huge political liability no matter what party will come into power in the future.
