Abstract
본 논문은 교원양성체제의 현황과 문제점을 분석하고, 정부의 교원양성정책의 변화 방향을 제시하며, 특히 교육대학원에 대한 SWOT분석을 통해 교육대학원의 문제점, 교육대학원의 발전 과제를 제시하는데 목적이 있다. 연구의 방법은 문헌분석을 사용하였으며 탐색적 분석을 통해 연구결과로 교원양성체제의 현황과 문제점, 교원양성정책의 변화 방향, 교원양성정책의 변화에 따른 교육대학원의 역할과 과제를 제시하였다. 교원양성정책 변화 방향으로는 ① 3주기 양성기관 평가결과를 활용한 구조개혁, ② 대학통폐합 및 대학구조조정 문제로 인한 대학자체 구조개혁, ③ 신임교사자격 질 관리 강화, ④ 교사 수행능력 기준 설정, ⑤ 선진국의 교사 일인당 학생수 추이 등을 제시하였다. 교육대학원이 당면한 문제점으로는 ① 재교육 기능과 양성 기능, ② 입학자원의 감소 문제, ③ 전임교원의 확보, ④ 교직과목 운영, ⑤ 교육전문대학원 도입 및 학위과정의 질 관리 등을 제시하였다. 교육대학원의 개선 과제로 ① 교육대학원의 발전계획 수립, ② 연수기능 강화,  ③ 4주기 평가인정제 대비, ④ 특성화를 위한 구조조정, ⑤ 정부에 대한 지원 요구, ⑥ 학위논문 작성의 질 관리, ⑦ 외국인 유학생 유치 등을 제시하였다.
The purpose of this study was to analyze the present situation and problems of government teacher-training policies for guideline development. Systematical analysis of graduate schools of education was also done to develop further discussion about interactive issues between government teacher-training policies and graduate schools of education. Review analysis was used to solve the above issues. The future guidelines for government teacher-training policies were suggested in the following aspects: use of evaluation results, structural reform of colleges, improving system for quality/capability control of new teacher candidates, establishment of teacher performance evaluation standards, and referencing the teacher-student ratio of OECD countries. Problems of the graduate schools of education were functional conflict between teacher-training and in-service training, decreasing number of applicants, employment of full-time faculties, management of teacher-training curriculum, introduction of professional graduate schools of education, and quality control of degree courses. Suggestions for improving the graduate schools of education were the establishment of a new development plan, enhancement of in-service training, accreditation preparation, structural reform for specialization, demand for government financial support, quality control of theses, and increasing the number of foreign students.
